如何解决教育发展的问题？20世纪八十年代初，深圳加大力度普及小学教育，同步拓宽青少年教育，在教育基础设施方面科学谋划，有计划地修缮、建设中小学校，以解决学生读书难的问题。同时，高度重视教学质量，合理修订教学计划，筛选优秀的教学资源，强化素质教育的发展。

此外，深圳市委市政府逐年加大了对教育事业的投资。档案资料显示，1980年，教育投资512.8万元；1984年增加至7666.3万元，增长了14倍。由于教育投资的增加，基础教育获得了一定发展。1984年，适龄幼儿园入园率达69.1%（含学前班），学龄儿童入学率达99.9%，小学毕业生升学率达90%，初中毕业生升学率达85%，基本普及了小学教育、初中教育和高中教育。

Funding for education from the city government saw year-on-year increases. According to statistics, municipal funding for education grew by 14 times from 5.13 million yuan in 1980 to 76.66 million yuan in 1984. As a result, the percentage of children receiving basic education had increased. In 1984, 69.1% of school-age children in Shenzhen attended kindergarten and 99.9% attended primary school, with 90% and 85% of those graduating from primary schools and junior high schools furthering their studies, respectively.

同时，深圳各类教育事业也有了较大发展。1984年，职业技术教育学校发展到3所，中专学校发展到7所；高等教育方面，自1982年起，先后兴办深圳教育学院、深圳大学、深圳师专三所高等院校；成人教育加快了发展步伐，创办了多所成人学校，并通过电视大学、函授、刊授、自学考试、专业培训等形式开展成人教育。自1980年以来，参加各种类型成人教育（培训）的人数达到20万人次。到了2004年，深圳教育成功创造了第一个教育强镇、第一个教育强区、第一个教育强市等全省5个第一。

Non-basic education also saw remarkable development. By 1984, the number of vocational schools and secondary vocational schools in Shenzhen had risen from zero to three and seven respectively, and three higher education institutions, including the Shenzhen Institute of Education, Shenzhen University and Shenzhen Normal College, were established.
