党的二十大报告明确指出，在提高全社会文明程度方面，要”完善志愿服务制度和工作体系”。深圳是全国志愿服务事业的发源地之一，创下”组建内地首支志愿者队伍”“设立内地首个法人志愿者组织——深圳市义工联”“在全国第一个系统化提出建设’志愿者之城’”等多项第一。

As one of the birthplaces of volunteerism in China, Shenzhen has created many firsts in the field.

资料显示，1989年9月，深圳组建的内地首支志愿者队伍仅有19人，这19位深圳青年志愿者开通了一条主题为”关心，从聆听开始”的青少年服务热线电话，为来深青少年群体提供心理咨询和情感陪伴等服务，迈出了中国内地志愿服务事业的第一步。2005年3月，深圳组织评选第一届”深圳市百名优秀志愿者”，随后在全国率先实施志愿服务积分入户政策；2007年5月，在全国率先设立深圳志愿服务领域最高奖项——”义工服务市长奖”。

Archives show that in September 1989, Shenzhen formed the first volunteer team on the Chinese mainland with only 19 members, who opened a youth service hotline, providing psychological counseling and emotional companionship services for youth groups in Shenzhen. In March 2005, Shenzhen organized its first selection of 100 Excellent Volunteers in Shenzhen and took the lead in the country in implementing the points-based household registration policy for volunteers. In May 2007, Shenzhen established the highest award in the field of volunteer services in China – the Mayor’s Volunteer Service Award.

2011年，深圳成功举办第26届世界大学生运动会后，积极推动筹办大运会成果和精神文明的制度化，以高质量的志愿服务项目为抓手，把群众需求作为文明实践的指挥棒，让人人成为文明实践的参与者，以”志愿者之城”的定位让深圳的名字充满温度。

In 2011, after the success of the 26th World University Games (Universiade), Shenzhen actively promoted the establishment of permanent volunteer services that reflect the results and spirit of volunteers who assisted in organizing the Games.

在新冠肺炎疫情防控阻击战中，深圳的志愿者群体发挥了巨大作用，2022年，在深圳”青春战疫”行动中，累计28.9万名志愿者投身疫情防控，立足一线岗位开展志愿服务活动30.2万项，参与人次逾280万，服务时长逾1143万小时，打响了”战疫红”品牌，为多轮疫情防控作出了重要贡献。

In 2022, a total of 289,000 volunteers participated in the prevention and control of the epidemic and conducted 302,000 volunteer service activities, providing services of more than 11.43 million hours.

从最初的19人，到如今的351余万人，深圳的志愿服务事业，随着这座城市一起蓬勃发展。截至2022年12月初，深圳注册志愿者数为351万余人，诠释了”来了就是深圳人，来了就做志愿者”的全民同心共创文明城市新风尚。 

Shenzhen’s volunteer service has been flourishing. As of early December 2022, the number of registered volunteers in Shenzhen had reached more than 3.51 million. Shenzhen is truly a City of Volunteers!
