(Strengthen law- and policy-based safeguards)

1. 本意见提出的各项改革政策措施，凡涉及调整现行法律的，由有关方面按法定程序向全国人大或其常委会提出相关议案，经授权或者决定后实施；
2. If the reform policies and measures put forward in this Guideline involve modification of existing laws, they should be implemented after relevant proposals submitted by relevant departments to the National People’s Congress or the Standing Committee of the National People’s Congress according to legal procedures are authorized or approved.

1. 涉及调整现行行政法规的，由有关方面按法定程序经国务院授权或者决定后实施。
2. If the reform policies and measures involve modification of existing administrative laws and regulations, they should be implemented after the proposals submitted by relevant departments to the State Council are authorized or approved.

1. 在中央改革顶层设计和战略部署下，支持深圳实施综合授权改革试点。
2. The CPC Central Committee will, with top-level design and strategic deployment for reforms, support Shenzhen to trial comprehensive authorization reforms.

1. 以清单式批量申请授权方式，在要素市场化配置、营商环境优化、城市空间统筹利用等重点领域深化改革、先行先试。
2. It will approve and authorize Shenzhen’s list of applications to pilot and deepen reforms in key areas including market-oriented allocation of elements, optimization of business environment and coordinated use of urban spaces.
