改革开放初期,广东尤其是珠三角地区的经济建设如火如荼,然而,电力供应不足、能源短缺的问题掣肘了经济发展。当时世界核电技术进步迅速,其安全性和经济性都得到了公众的认可,国家层面经过反复论证后,作出了从法国引进核电的决定。
In the early stage of the reform and opening up, the economic construction in Guangdong, especially in the Pearl River Delta region, was in full swing.. However, an insufficient power supply and energy shortages hindered economic development. At that time, the nuclear power technology made rapid progress all over the world and its safety and economical efficiency was recognized by the public. After repeated assessments at the national level, the decision was made to install a nuclear power facility from France.
彼时,中国在资金、技术、人才、设备等方面都相对缺乏,资金问题是其中最大的短板。当时,国家外汇储备还不足40亿美元,引进两台核电机组的初步估算就已近40亿美元。为此,广东依托深圳经济特区的政策优势,提出了采用“借贷建设、售电还钱、合资经营”的模式,引入外资,通过给香港售卖电量的方式,偿还债款。1982年12月13日,国务院常务会议就广东建设核电站的问题开展第四次讨论,最终决定建设大亚湾核电站。
At that time, China was relatively short of capital, technology, talents and equipment, among which the biggest shortcoming was capital. The country’s foreign exchange reserves were less than US$4 billion and the introduction of two nuclear power units cost nearly US$4 billion. Therefore, relying on the preferential policies of the Shenzhen Special Economic Zone, Guangdong Province proposed the introduction of foreign capital in the mode of borrowing for construction, selling electricity to pay debts and adopting joint operation. In other words, it meant paying the debts by selling electricity to Hong Kong. On December 13, 1982, the State Council finally decided to build the Daya Bay Nuclear Power Station.
核电站的建设必须坚持安全第一和质量第一的方针,因此选址至关重要。1983年2月,经专家反复审查鉴定,核电站的选址初步规划在深圳大鹏的大坑、凌角石。这两处地点在区域稳定、地震地质、人口密度、环境保护、地形、取排水、交通运输等方面都符合条件且各有优势。经过进一步的筛选及技术经济方面的考量,同年9月,选址最终确定在大坑的麻岭角。
As the construction of the nuclear power station must require adherence to the principles of safety first and quality first, determining the proper location was given priority. In February 1983, after repeated examinations and assessments, two possible sites for the Daya Bay Nuclear Power Station were preliminarily set in Dakeng and in Lingjiaoshi, both in Dapeng New District, Shenzhen. These two sites possessed different advantages regarding regional stability, seismic geology, population density, environmental protection, topography, drainage and transportation. After further screening and technical and economic considerations, in September of the same year, Malingjiao in Dakeng was finally selected.

1987年8月,大亚湾核电站在大坑正式开工建设,并于1994年5月全面投入商业运行。大亚湾核电站建成后,为粤港两地的电力供应提供了强大保障,随之而来的经济效益也愈发显著。此外,大亚湾核电站还推进了中国核电技术自主化的发展。从岭澳核电站一期、二期等后续项目的建设,到中国自主研发的三代核电技术“华龙一号”,再到中国与法国合作建设的台山核电EPR全球首堆工程,经过不断地引进、消化、吸收、再创新,我国核电实现了从大亚湾走向世界的跨越式发展,成为了与高铁齐名的“国家名片”,大亚湾核电站为中国核电事业的发展打下了良好基础,也为粤港两地的经济和社会发展作出了巨大贡献。
In August 1987, the construction of the Daya Bay Nuclear Power Station started and it was fully put into commercial operation in May 1994. It has provided a strong guarantee for the power supply for Guangdong and Hong Kong, creating continuously growing economic benefits. In addition, it has promoted the development of independent nuclear power technology in China. Through continuous introduction, digestion, absorption and re-innovation, China’s nuclear power technology has experienced leapfrog development and has become a “national name card” along with China’s high-speed train development. The Daya Bay Nuclear Power Station has laid a solid foundation for the development of China’s nuclear power industry and made great contributions to the economic and social development of Guangdong and Hong Kong.
