深圳有色金属交易所是我国有色金属行业“自下而上”的探索,它的出现推动了国内有色金属的市场化改革,为我国规范和发展期货市场做出了有益探索。
The Shenzhen Non-ferrous Metals Exchange is a “bottom-up” exploration of China’s non-ferrous metals industry. Its emergence has promoted the market-oriented reform of domestic nonferrous metals, and resulted in a beneficial exploration of China’s standardization and development of China’s futures market.
改革开放后,深圳的有色金属市场获得了一定发展,但管理比较混乱,给实体企业在生产经营中带来了诸多困难。在这一背景下,1985年,中国有色金属工业总公司(下称“有色总公司”)筹划借助深圳经济特区的优势,建立一个有色金属交易中心,打造出一个适应性强、透明度高、有秩序的有色金属交易市场。
After the reform and opening up, Shenzhen’s non-ferrous metal market had gained some development, but the management was relatively chaotic. In this context, in 1985, the China National Nonferrous Metals Industry Corporation (hereinafter referred to as the “Nonferrous Metals Corporation”) planned to take advantage of the Shenzhen Special Economic Zone to establish a non-ferrous metals trading center and create an adaptable, transparent and orderly non-ferrous metals trading market.
1986年,有色总公司联合多家大中型有色金属企业在深圳成立了联营展销中心,进一步明确了有色金属期货交易的发展方向。有了深圳联营展销中心的“投石问路”,以及有色总公司长达4年的考察与学习,深圳有色金属交易所逐渐成型。1991年5月,经深圳市政府批准,深圳有色金属交易所成立了。
In 1986, the Non-ferrous Metals Corporation joined with a number of large and medium-sized non-ferrous metals enterprises in Shenzhen to set up a joint exhibition and sales center, further clarifying the development direction of non-ferrous metals futures trading. In May 1991, with the approval of the Shenzhen Municipal Government, the Shenzhen Non-ferrous Metals Exchange was established.

自成立以来,深圳有色金属交易所在国内期货市场中创下了八个“率先”:率先在国内成立首家期货交易所;率先由地方政府发布交易所的管理规定、交易规定和期货经纪商管理规定;率先推出国内首份商品期货标准合约——《特级铝标准合约》;率先形成“深圳铝价”的话语权;率先设立国内首家会员自律组织——会员专业委员会;率先推出标准仓单“一手一单一位”的实物交割程序;率先实行标准仓单抵押用作交易保证金的规定;率先通过有线电话开通远程传输实时信息系统;率先建立交易所年会制度。
Since its establishment, the Shenzhen Non-ferrous Metals Exchange has made eight “firsts” in the domestic futures market: it was the first futures exchange in China; the first to have the local government issue regulations on exchange management, trading and futures brokers; the first to launch the standard contract for commodity futures in China; the first to establish the “Shenzhen Aluminum Price;” the first to form a domestic self-regulatory organization for members; the first to launch the physical delivery procedures of a standard warehouse warrant; the first to implement the standard warehouse warrant collateral for trading margins; the first to utilize the remote transmission of a real-time information system through landline telephones; and the first to establish the exchange’s annual meeting system.
深圳有色金属交易所的诞生,展现了“敢为天下先”的创新精神,为经济特区建立初期进一步发挥窗口作用,深化体制改革,发展外向型经济做出了有益尝试,也有效推动了中国期货市场的发展。
The establishment of the Shenzhen Non-ferrous Metals Exchange has demonstrated the innovative spirit of a “dare to be the first” attitude, and has made useful attempts to deepen institutional reform and develop an export-oriented economy during the early stages of the development of the Shenzhen Special Economic Zone, as well as effectively promoting the development of China’s futures market.
