“水清岸绿、鱼翔浅底、水草丰美、白鹭成群”……深圳河生态廊道的规划中描绘了这样的美好景象。早在1982年4月,深港联合治理深圳河工程谈判就已正式启动,直到2017年12月深港联合治理深圳河四期工程完工,历时35年。可以说,深圳河的治理见证了深圳改革开放的发展历程。
The original planning of the Shenzhen River Ecological Corridor depicts a beautiful scene: “The water is so clear that the fish can be seen. The grass is flourishing and the egrets are flocking.” As early as April 1982, the project negotiations of Shenzhen and Hong Kong’s joint governance of the Shenzhen River had been officially launched, which lasted 35 years until 2017. It can be said that the governance of the Shenzhen River has witnessed the development of Shenzhen’s reform and opening up.
在深圳市档案馆,能找到不少当年治理深圳河的相关资料。1982年7月,深圳与香港在组成治理污染专业小组的基础上,提出了《关于深圳河和深湾治理污染目标的初步方案》。

还有一份1982年的《整治深圳河规划方案》显示,深圳河是深圳和香港的界河,发源于沙湾河牛尾岭,由东北向西南流入深圳湾,主流全长37公里,流域面积311.8平方公里,左岸124.3平方公里在港九新界地区。其干支流、左右岸、上下游之间的水量和水质之间彼此影响,支流差则干流差,干流差则河口差。因此,深圳河的治理对深港两地来说都有着直接的影响。
The Planning Scheme of the Management of the Shenzhen River dated 1982 shows that the Shenzhen River, which originates in Niuweiling, is the boundary waterway between Shenzhen and Hong Kong and it flows to Shenzhen Bay from northeast to southwest. The total length of its main stream is 37 kilometers, occupying an area of 311.8 square kilometers, and its left bank of 124.3 square kilometers is located in Kowloon and the New Territories of Hong Kong. The water quantity and quality of its stem and tributaries, left and right banks, and upstream and downstream water influence each other. Therefore, the management of the Shenzhen River has a direct impact on both Shenzhen and Hong Kong.
档案资料显示,当时深圳河主要存在四个问题:洪水淹浸、有机物质污染严重、通航能力十分有限及河道走向不利于排水。一旦受到海潮影响,深圳河两岸易产生洪涝,受灾损失大。
The archives show that there were four main problems at that time: flooding, serious pollution by organic substances, limited navigability and inadequate drainage along the river course. Often affected by the tides, both sides of the Shenzhen River were susceptible to flooding and suffered large losses.
为解决这一问题,1982年4月,深港双方克服体制机制、技术规范的难题,开创不同制度、不同法律观念的两个地方政府联合治理界河的先例,组成了联合工作小组。1986年9月,深港双方代表签署《关于深圳河第一期防洪工程的意向书》,后因边界管理问题未能达成一致,谈判未能推进。直到1992年6月,深港两地恢复谈判。1994年9月,联合治理深圳河一期工程实施计划终于获批。2019年,深圳河水质达到自1982年有监测数据以来的最好水平。
To solve the problems, in April 1982, Shenzhen and Hong Kong overcame the difficulties caused by their differences in institutional mechanisms and technical specifications and formed a joint working group. In September 1986, representatives of both sides signed the Letter of Intent on the First Phase of the Shenzhen River Flood Control Project. However, it initially failed to obtain approval due to the boundary issues and thus the negotiations could not progress. In September 1994, the project was finally approved. In 2019, the water quality of the Shenzhen River reached its best level since 1982.
经过不懈努力,如今的深圳河河道宽阔,堤坝护坡整齐流畅,在防洪、航运、生态各方面都取得明显成效。这既体现了治河人的严谨态度和实干精神,也是深港双方同心协力、并肩前行的生动写照。“城市的蓝脉,都市的阳台”,深圳河的未来值得我们无尽畅想。
Through ceaseless efforts, the management of the Shenzhen River has made significant progress in flood control, navigation, ecology and other aspects. It not only reflects the rigorous attitude and practical spirit of the working group, but also is a vivid portrayal of the concerted efforts of Shenzhen and Hong Kong. The future of the Shenzhen River is up to our endless imagination.
