1981年,位于罗湖区嘉宾路3005号的国际商业大厦首次推出”工程招投标”方案,开创了中国内地工程招投标先河,为深圳基础设施建设的顺利开展打下了坚实基础。
In 1981, the International Commercial Building, located at 3005 Jiabin Road, Luohu District, was the first construction project to be launched under the “project bidding” program, which served as the pioneer for the bidding of projects on the Chinese mainland and laid a solid foundation for the smooth development of Shenzhen’s infrastructure construction.
1980年9月,深圳市房地产公司与香港中发大同地产公司签订合作协议书,由深方提供1.2万平方米的土地,港商提供6027万港元,共同兴建国际商业大厦。
In September 1980, the Shenzhen Real Estate Company and Hong Kong Zhongfa Datong Real Estate Company signed a cooperation agreement to build the International Commercial Building. The Shenzhen company provided 12,000 square meters of land, and the Hong Kong company funded the project with an investment of HK$60.27 million.

国际商业大厦的施工速度最快时达到”五天一层楼”,仅耗时16个月就顺利竣工。建设速度之所以这么快,关键在于深圳市委市政府以工程招标的形式确定了国商大厦工程项目的实施。
It took only 16 months to complete the project and the fastest construction speed reached “building one floor in five days.” The key factor for such a success was that the CPC Shenzhen Municipal Committee and Shenzhen Municipal Government carried out the project by means of project bidding.
在签订合作协议书后,建设部门沿用行政分配任务的老办法,直接指定了一家建筑公司承担这项工程,但该公司的报价过高,因此国商大厦一直迟迟未动工。此时,深圳市房地产公司赴港考察归来,见识了香港先进的企业管理手段,意识到用旧办法干基建工程十分影响效益,也会成为特区建设的阻力,基建管理体制非改不可。
After the signing of the cooperation agreement, Shenzhen’s construction department directly appointed a construction company to undertake the project, but the company’s offer was too high, resulting in a delay of the project. After the Shenzhen Real Estate Company returned from a study tour in Hong Kong, it realized that Shenzhen’s management system of infrastructure construction must be changed.
在这样的形势下,国商大厦工程成为了试验对象。1981年8月,市建设部门成立招标领导小组,对国商大厦进行招标投标,共有8个建设单位参加投标,第一冶金建筑公司以每平方米报价398元,工期18个月等条件夺标,最终整个工程造价降低了941万元。
The reform started with the project of the International Commercial Building. In August 1981, the city construction department set up a leading team to manage the bidding process of the construction project of the International Commercial Building. A total of eight companies participated in the bidding and the First Metallurgical Construction Company won the bid with a quote of 398 yuan per square meter and a construction period of 18 months. As a result, the final cost of the entire project was reduced by 9.41 million yuan.
在国商大厦的建设过程中,深圳市委市政府还适时采取了工资、奖金”上不封顶、下不保底”的分配办法,给承包单位较大自主权,极大激发了建设者们的积极性和创造性。
During the construction, the CPC Shenzhen Municipal Committee and Shenzhen Municipal Government also adopted its “more pay for more work” policy, greatly stimulating the enthusiasm and creativity of the workers.
有了国际商业大厦招投标的可行经验,深圳市政府先后于1982年、1985年颁发了《深圳经济特区建筑工程施工招标投标暂行办法》《深圳市建设工程招标投标暂行办法》。
Having acquired these experiences, the Shenzhen Municipal Government issued the Interim Measures for Bidding of Construction Works in the Shenzhen Special Economic Zone and Interim Measures for Bidding of Construction Works in Shenzhen in 1982 and 1985 respectively.
到了1985年,招标工程已占深圳基建工程的90%以上,招标工程完成400多项、总建筑面积500多万平方米,工期平均缩短了20%。招标基建工程的探索实践,验证了公开招投标制度的可行性,为中国基建体制改革开拓了新途径。
By 1985, bidding projects had accounted for more than 90% of the infrastructure construction projects in Shenzhen, and with more than 400 projects completed, the total construction area reached more than 5 million square meters and the average construction period was shortened by 20%. The exploration and practice of bidding affirmed the feasibility of the public bidding system and opened up a new path for China’s infrastructure construction system reform.
