A passenger is seen at Shenzhen Bay Checkpoint in this file photo released yesterday. In a policy shift announced by the Hong Kong government, mainland and Macao residents will be allowed to enter Hong Kong without undergoing mandatory 14-day quarantine starting from Sept. 15. There will be a daily quota of 1,000 each at Shenzhen Bay Checkpoint and Hong Kong-Zhuhai-Macao Bridge Checkpoint. As of yesterday, Hong Kong had not reported any local cases for 21 consecutive days.
