1. Guangdong Province has decided to adjust the First-Level response of major public health emergencies to Second-Level response. The COVID-19 Prevention and Control Leadership Group (Headquarters) of Guangdong Province decided to adjust the level of emergency response to COVID-19 prevention and control from First-Level to Second-Level starting from 9:00 on February 24. All local authorities shall continue to follow the requirements of zoning and classification in epidemic prevention and control work, implement targeted policies based on regional characteristics and epidemic situations, and make overall plans to promote epidemic prevention and control as well as economic and social development. 2. The emergency ward of the Third People's Hospital of Shenzhen has been completed in 20 days. On February 24, Wang Weizhong, Secretary of the CPC Shenzhen Municipal Committee and Head (Chief Commander) of the COVID-19 Prevention and Control Leadership Group (Headquarters) of Shenzhen inspected the newly completed emergency ward of National Research Center of Clinical Medicine for Infectious Diseases (the Third People's Hospital of Shenzhen). 3. Over 80% of industrial enterprises above designated size have resumed work and production. With the various measures to support enterprises and save jobs, enterprises in Shenzhen have resumed work in an orderly manner with the ratio of work resumption and production capacity back to normal quickly. As of February 21, over 80% of industrial enterprises above designated size had resumed work and production. By February 22, a total of 113,000 enterprises had resumed work and production in the city. 4. Morning rush hour first appeared in Shenzhen after the Spring Festival holidays. With many enterprises and employees resuming work and operation, Shenzhen has seen its first morning rush hour since the Spring Festival holidays. According to statistics, from 7:00 to 08:30 on February 24, there were altogether 420,900 vehicles on the road, up by 58% from last Monday and down by 40% year on year. 6. Smart helmets developed by Shenzhen Kuang-Chi can examine over one hundred people within two minutes, identifying febrile persons with just “one glimpse” from the crowd. Shenzhen Kuang-Chi Technologies Co. Ltd has released smart helmets for ultra-efficient and senseless mobile inspection of febrile persons, which can quickly detect persons with abnormal body temperature in the crowd. Inspectors wearing the helmet can examine over a hundred people within two minutes, with a scanning detection rate of 100% in a 5-meter radius.
