Shenzhen is slated to become an influential world-class metropolis by 2035, attracting people from all over the world with its livability, innovation, green lifestyle and culture, according to an urbanization plan released by the Guangdong Provincial Government on Monday.

By 2025, the province’s urbanization ratio of its resident population is expected to reach 77 percent and its urban area population will reach 101.5 million. By 2035, the ratio will hit 82 percent with a population of 110 million, as per the plan.

The plan calls for a new-type urbanization giving priority to high-quality and human-centered urban development in five major areas, namely the integration of rural migrants into cities, forming a reasonable system for city clusters’ cooperation and division, construction of a modernized urban system, improvement of urban governance modernization and urban-rural integration development.

To help urbanize rural residents, the plan suggests cities, excluding a few megalopolises, implement a new household registration system, with which people can register hukou in their habitual residence. The urban residents will also enjoy equality of basic public services.

Guangdong will continue to develop five metropolitan clusters, including the Guangzhou, Shenzhen, west bank of the Pearl River estuary and Shantou-Chaozhou-Jieyang clusters. Among them, Guangzhou and Shenzhen will be built into influential world-class metropolises.

The plan also emphasizes reforming the urban governance system.

The provincial authority vows to reduce the ratio of urban and rural residents’ per capita disposable income to 1.9 by 2035 from about 2.3 by 2025.
