Shenzhen Science and Technology Industrial Park is the birthplace of independent innovation in Shenzhen. Its construction realized the stride of Shenzhen industries’ transformation from being cost-driven to innovation-driven, and led the way for innovative enterprises.

上世纪八十年代，在国际信息产业迅猛发展和全球生产力布局调整的背景下，深圳劳动密集型的发展模式逐渐掣肘了城市的科技建设。如何谋求新发展、探索新局面，成了深圳的历史责任和使命担当。

In the 1980s, with a background of rapid development of international information industry and global productivity layout adjustments, the labor-intensive development of Shenzhen gradually restricted its science and technology construction. Seeking new development and exploring new opportunities had become the historic responsibility and mission of Shenzhen.

为突破科研资源“一穷二白”的局面，1985年4月29日，深圳市政府与中国科学院（下称“中科院”）签订协议，在粤海门、深大一带合作兴办深圳科技工业园。1985年6月，市政府又与中科院联合组建了中国深圳科技工业园总公司，以保证科技工业园目标的实现和园区规划的实施。同年7月，深圳科技工业园成立。

In order to break through the situation of “poverty and scarcity” of scientific research resources, on April 29, 1985, the Shenzhen Municipal Government and the Chinese Academy of Sciences (hereinafter referred to as “CAS”) signed an agreement to jointly set up the Shenzhen Science and Technology Industrial Park. In June 1985, the government and the CAS jointly set up the China Shenzhen Science and Technology Industrial Park Corporation. In July of the same year, Shenzhen Science and Technology Industrial Park was established.

深圳科技工业园是一个以发展知识技术密集型产业为主旨，开发、生产相结合的综合基地。它利用毗邻港澳的地理优势吸引了大批国内外企业，包含了以中外合资为主的多种经济成分，同时依靠中科院为主要技术后盾，联合高等院校及产业部门研究、开发和生产高新技术产品。在面向国际市场的发展过程中，深圳科技工业园还不断地吸收、创新国外技术，为深圳和内地输送新兴的科技力量。

Shenzhen Science and Technology Industrial Park, which combines development and production, is a comprehensive base with the development of knowledge-intensive and technology-intensive industries as the main goal. It attracts a large number of domestic and foreign enterprises by taking advantage of its geographical advantage of being adjacent to Hong Kong and Macao. It contains a variety of economic components consisting largely of Sino-foreign joint ventures, while relying on the CAS as the main technical backing and uniting force for colleges and universities and industrial sectors to research, develop and produce high-tech products. In the process of encouraging development for the international market, Shenzhen Science and Technology Industrial Park also continuously absorbs and innovates foreign technologies, and delivers emerging scientific and technological forces for Shenzhen and the mainland.

作为内地第一个科技园区，深圳科技工业园用实践证明了产学研相结合的优势。自它成立后，深圳高技术企业群体和产业体系如雨后春笋般涌现，园内工业产值节节高升，随之而来的经济效益和社会效益也日益明显。1991年3月，经国务院批准，深圳科技工业园成为首批国家级高新技术产业园区。1996年12月，经国家科学技术委员会批准，市政府将科技工业园及相邻的多家工业园整合成“深圳市高新技术产业园区”。

As the first science and technology park on the Chinese mainland, Shenzhen Science and Technology Industrial Park has proved the advantages of combining industries, academia and research with applications. In March 1991, approved by the State Council, Shenzhen Science and Technology Industrial Park became the first national high-tech industrial park. In December 1996, approved by the State Science and Technology Commission, the government integrated the Science and Technology Industrial Park and several adjacent industrial parks into “Shenzhen High-tech Industrial Park.”

如今，深圳科技工业园已发展为投资环境优越、高新技术企业众多、科技开发实力雄厚、人才济济的高新技术产业开发区。它的成功运营，让深圳从“科技荒漠”转变为“创新之都”，也为发展高新产业的探索与改革提供了独有的“深圳范本”。

Nowadays, Shenzhen Science and Technology Industrial Park has developed into a high-tech industrial development zone with a superior investment environment, numerous high-tech enterprises, strong scientific and technological development strengths and abundant talents. Its establishment has transformed Shenzhen into an “innovation capital,” and provides a unique “Shenzhen model” for the exploration and reform of the development of high-tech industries.
