Couples without Shenzhen hukou (household registration) but that hold at least one residence permit for Shenzhen can register for marriage in the city during a trial period being held for a new inter-provincial marriage registration policy, sources from the Shenzhen Municipal Civil Affairs Bureau said.
China is piloting this program in Liaoning, Shandong, Guangdong and Sichuan provinces and Chongqing Municipality from yesterday to May 31, 2023 before the new policy is rolled out nationwide, according to the Ministry of Civil Affairs.
The pilot program is to save its growing migrant population from returning to their hometown for marriage registration.
Couples in Shenzhen should go to the civil affairs bureau in the district where their residence permits were issued in order to register, the city’s bureau said.
However, other services, including reissuing marriage registration certificate, searching marriage registration files, certifying marital status, and registering for marriage involving foreigners, overseas Chinese, and residents of Hong Kong, Macao and Taiwan are not subject to the new policy.
Except for documents required by marriage registration regulations, couples who fit the new regulations should also take one spouse’s valid residence permit, as well as other required materials, with them to registration.
Residents can make a reservation for the marriage registration service through using the provincial online marriage reservation system at https://www.gdhy.gov.cn/, or by using the city’s civil affairs bureau’s WeChat account “深圳民政” (“szminzheng”).
