As the first district to be developed in Shenzhen, Luohu is a pioneer of reform and opening-up as well as a major contributor to building the Shenzhen Special Economic Zone. For more than four decades, Luohu has created “Shenzhen speed” and upgraded “Shenzhen height.” It has continued to improve its business environment and attract enterprises for shared sustainable development.
Luohu issued the Provisions on Supporting the High-Quality Development of Modern Industries Through Building a Pilot District for Business Environment Innovation, which fully demonstrates the district’s innovative practices in system, policy, platform and mechanism to foster a good business environment. The key development direction and specific measures to continuously optimize the business environment in Luohu have also been put forward, serving as a model for national business environment reforms.
Luohu District is a front-runner in piloting digital renminbi (e-CNY) reforms. It was the first in the country to launch digital RMB red envelopes, introduce the nation's first digital RMB hard wallet self-service card dispenser, and establish China's first digital RMB industrial park. The district has also pioneered the country's first worry-free prepayment commercial zone and insurance-backed prepayment zone, creating a convenient and secure payment ecosystem.
In 2021, Luohu ranked first in the "Top 100 Model Counties and Cities for Business Environment in China."
In 2024, it was recognized by the All-China Federation of Industry and Commerce as a "National Five-Star County-Level Federation of Industry and Commerce"for the 2022–2023 period.
