Main duties:
1. Implement national, provincial, and municipal laws, regulations and policies on landscaping, environmental sanitation, urban lighting, city appearance management, digital urban management, and comprehensive urban management law enforcement. Draft local laws, regulations, and policies, and organize their implementation upon approval.
2. Formulate professional plans and middle- and long-term development plans for landscaping, environmental sanitation, urban lighting, city appearance management, digital urban management, and comprehensive urban management law enforcement, and organize their implementation upon approval.
3. Draw up the annual plans and fund allocation plans for urban maintenance fees (excluding road maintenance fees) and special funds, and supervise the use of the funds.
4. Manage such industries as environmental sanitation, urban lighting, and maintenance of municipal parks and road greening (excluding expressway and woodland greening, the same below). Guide and coordinate the management of urban appearance and environmental sanitation, and organize the comprehensive improvement and rectification of urban appearance and environment.
5. Formulate special plans for outdoor advertising facilities (excluding bus stops, the same below), and coordinate, supervise, and guide the outdoor advertising facilities management.
