Main duties:

1. Manage transportation (roads, hubs, stations, ports, waterways, airports, road traffic, road transport, waterway transport, urban public buses and trams, urban rail transport, and car rental), and coordinate land-related management of railways, civil aviation, postal services, and maritime affairs. Organize efforts to draft local laws and regulations on transportation and organize their implementation after approval.


2. Draft transportation development strategies, plans, and policies, and organize their implementation after approval. Participate in planning for comprehensive transportation layout, develop special transportation plans, and organize their implementation. Organize efforts to draft local standards for transportation and supervise their implementation. Participate in the formulation of economic policies and regulatory measures related to the transportation industry.


3. Formulate medium- and long-term construction plans and annual implementation plans for transportation, and organize their implementation after approval. Make plans for the maintenance of transportation infrastructure and intelligent transport facilities and for traffic improvement, and supervise their implementation. Formulate and implement the plan for the use of special funds in the transportation industry. Participate in pricing in the transportation industry.


4. Take the lead in ensuring smooth urban road traffic. Coordinate the construction and development of static and slow traffic. Organize traffic demand management. Collect and publish urban traffic information, analyze and evaluate urban traffic conditions, make plans for urban traffic organization, management, and improvement and supervise their implementation. Organize the comprehensive management of traffic congestion. Coordinate car increment regulation.


5. Construct and manage transportation projects. Coordinate and promote the construction of roads, transportation facilities, ports, waterways, hubs, stations, pedestrian crossing facilities, and other transportation projects. Organize and coordinate the management of the quality, construction safety supervision, and cost of traffic construction projects. Supervise and manage the highway and waterway project construction market.



6. Take charge of road management. Supervise and manage the maintenance of roads, bridges, tunnels, pedestrian crossing facilities, ports, waterways, hubs, stations, traffic signs, signs, markings, guardrails, and other traffic infrastructure.


7. Administrate the coastlines, land areas, and water areas of ports. Take charge of pilotage management. Undertake industry management of airports and air transport within its jurisdiction.


8. Supervise and manage the service quality and production safety in the transportation industry that involves road transportation, urban public buses and trams, urban rail transportation, car rental, waterway transportation, port operations, motor vehicle maintenance, motor vehicle driver training, and traffic construction projects. Manage the safety of traffic infrastructure.


9. Take charge of comprehensive administrative law enforcement for transportation.


10. Comprehensively coordinate transportation. Organize and coordinate the comprehensive transportation in Shenzhen, passenger transportation during major holidays, and the transportation of national key materials, emergency materials, special materials, as well as military and disaster relief materials. Take charge of emergency command and emergency response for transportation. Organize, coordinate, and manage national defense transportation combat readiness. Participate in the planning and construction of national defense transportation support facilities.


11. Coordinate the city's intelligent transport work. Organize and coordinate environmental protection, energy conservation, and emission reduction in the transportation industry. Carry out foreign exchanges and cooperation in transportation.


12. Develop the logistics and supply chain industry.


13. Research and formulate policies and measures to promote the development of transportation and logistics and bring into full play the roles of transportation and logistics talents.


14. Complete other tasks assigned by the CPC Shenzhen Municipal Committee, Shenzhen Municipal People's Government, and superior authorities.


15. Transformation of functions

Continue to implement the strategic deployment of the Belt and Road Initiative and Guangdong-Hong Kong-Macao Greater Bay Area and the building of a transportation powerhouse. Accelerate the construction of transport infrastructure and build an international comprehensive transport hub for the Guangdong-Hong Kong-Macao Greater Bay Area. Accelerate the construction of an international modern integrated transportation system and an urban traffic operation system with high quality and efficiency. Strengthen the overall and coordinated development of various types of public transport, including bus, electric bus, light rail and metro. Promote the smooth connection and convenient transfer among different modes of transport and traffic inside and outside the city. Coordinate the static traffic management and accelerate the parking planning, policy research and infrastructure construction. Form a static traffic development pattern that matches the dynamic traffic development. Advocate green transport and further promote the construction of slow traffic systems, such as bicycle lanes and sidewalks. Actively build a future-oriented intelligent transportation system, promote the deep integration of Internet, big data, artificial intelligence and transportation, and create a transportation model for smart city construction.


16. Related duties

(1) Duties related to the Municipal Urban Planning and Natural Resources Bureau:

1) About traffic planning: The Municipal Urban Planning and Natural Resources Bureau, together with the Municipal Transport Bureau, organizes efforts to plan for the city's comprehensive transportation layout (layout of the trunk road network, rail network, and large transportation hubs). The Municipal Transport Bureau, under the guidance of the city's overall planning and zoning planning, develops a special transportation plan, submits the plan for approval according to procedures after it is reviewed by the Municipal Urban Planning and Natural Resources Bureau, and organizes its implementation. The Municipal Urban Planning and Natural Resources Bureau implements land use planning for transportation infrastructure at all levels. The Municipal Transport Bureau and Municipal Urban Planning and Natural Resources Bureau should establish a communication and coordination mechanism to ensure alignment of tasks.


2) About rail traffic planning: The Municipal Urban Planning and Natural Resources Bureau coordinates planning for the city's rail network, rail line transportation, and rail hubs, and cooperates with the Municipal Development and Reform Commission in planning for the short-term construction of urban rails in Shenzhen. The Municipal Urban Planning and Natural Resources Bureau should seek the opinions of the Municipal Transport Bureau during the planning process.


(2)Duties related to the Municipal Urban Management and Law Enforcement Bureau

1) About road greening management: The Municipal Transport Bureau undertakes the planning, design, construction, and completion acceptance of the greening of newly built, renovated, and expanded roads (excluding expressways and woodland), and puts forward opinions about traffic management and traffic safety in regard to technical standards for road greening. The Municipal Urban Management and Law Enforcement Bureau organizes efforts to develop standards for road greening and maintenance, and takes over, maintains on a daily basis, renovates, and upgrades completed roads.


2)About road lighting management: The Municipal Transport Bureau undertakes the planning, design, construction, and completion acceptance of the lighting facilities of newly built, renovated, and expanded roads, and manages tunnel lighting facilities. The Municipal Urban Management and Law Enforcement Bureau participates in the planning, design, and completion acceptance of road lighting facilities, organizes efforts to hand over and accept road lighting facilities, develops standards for the management and maintenance of road lighting facilities, and organizes their implementation.
