Main duties:
1. Formulate the city's plans for implementing innovation-driven development strategies and promoting the construction of a strong city with scientific and technological innovation. Make plans and policies for the promotion of scientific and technological development and the introduction of foreign (overseas) talent, and organize their implementation. Study and draft relevant local laws and regulations.
2. Coordinate the advancement of the city's innovation system construction and scientific and technological system reform. Improve the incentive mechanism for scientific and technological innovation together with relevant departments. Optimize the construction of the scientific research system.
3. Take the lead in establishing a mechanism for coordinating, evaluating, and supervising funds of scientific research projects. In conjunction with relevant departments, put forward policies, measures, and suggestions to optimize the allocation of scientific and technological resources. Promote the construction of a diversified science and technology investment system, and formulate and implement municipal financial science and technology plans. Make plans for the allocation and use of funds under its jurisdiciton, and be responsible for the distribution, use, managment, expenditure progress, performance, safety, and compliance of the funds.
4. Promote the construction of the science and technology supervision and evaluation system, the reform of the science and technology evaluation mechanism, and the construction of research integrity.
5. Draw up the city's plans, policies, and measures for basic and applied research, organize and coordinate major basic research and applied basic research, and supervise and manage the city's basic and applied research funds (including natural science funds). Promote the construction of innovative platforms such as national,provincial and municipal key laboratories.
6.Organize the formulation of plans, policies, and measures for the promotion of social development with science and technology. Organize the analysis of technological development demands in key fields. Formulate the city's major scientific and technological plans (special projects) and research and development plans in key fields, and implement them. Strengthen the deep integration of technological innovation and industrial innovation. Align with major national and provincial scientific and technological projects.
7. Take the lead in the construction of the city's technology transfer system. Formulate relevant policies and measures for the transfer and transformation of scientific and technological achievements, as well as the integration of industry, academia, and research, and supervise their implementation. Coordinate the demonstration and application of major scientific research results. Make overall plans to promote the construction of the city's science and technology public service system. Guide the development of the science and technology service industry and technology market. Promote the integration of technology and finance.
8. Responsible for the introduction of foreign (overseas) talent and the management and service of foreign experts. Implement the work permit system for foreigners coming to China. In conjunction with relevant departments, formulate policies and measures for the construction of the city's science and technology talent teams. Establish and optimize a sound evaluation and incentive mechanism for scientific and technological talent.
9. Formulate policies and measures for scientific and technological exchanges with foreign countries and open cooperation in innovation capabilities. Organize scientific and technological cooperation and exchanges of scientific and technological talent. Organize participation in international mega-science programs and mega-science projects.
10. Organize the evaluation of municipal science and technology awards, and the recommendation and nomination of candidates for national and provincial science and technology awards.
11. Complete other tasks assigned by the CPC Shenzhen Municipal Committee, Shenzhen Municipal People's Government, and other superior authorities.
