Main duties:


1. Draft local regulations, rules, policies, and plans for health development, and organize their implementation. Make overall plans for the allocation of health resources, and organize the formulation and implementation of regional health plans. Formulate and organize the implementation of policies and measures to promote the equalization, popularization, and convenience of basic public health services and the extension of such services to communities.


2. Coordinate and promote the further reform of the medical and health system, and study and put forward suggestions on major principles, policies, and measures for deepening the reform of the medical and health system. Organize and deepen the comprehensive reform of public hospitals and improve the modern hospital management system. Formulate and organize the implementation of policies and measures to promote the diversification of health and public service providers. Put forward suggestions on medical services and drug price policies.


3. Formulate and organize the implementation of major disease prevention and control plans and intervention measures for public health problems that seriously endanger people's health. Organize the implementation of immunization plans. Take charge of the health emergency work, and organize and guide the prevention and control of public health emergencies and medical rescue of various public health emergencies.


4. Organize the formulation of policies and measures for population aging and coordinate their implementation. Promote the improvement of the elderly health service system and the combination of medical and health care.


5. Organize the formulation of drug policies and implement the national essential drug system. Perform drug use monitoring, clinical comprehensive evaluation, and drug shortage warning. Propose price policies for essential drugs. Perform food safety risk monitoring and assessment, and formulate and publish local food safety standards according to the law.


6. Supervise and manage occupational health, radiation health, environmental sanitation, school sanitation, public place sanitation, drinking water safety, and other public health within its duties. Prevent and control infectious diseases and improve the comprehensive health supervision system. Establish and improve service networks for disease prevention and control, health education, maternal and child health care, mental health, emergency treatment, health supervision, and family planning. Organize the patriotic health campaign.


7. Supervise and implement administration measures for medical institutions and the medical service industry. Establish a medical service evaluation, supervision and management system. In conjunction with relevant departments, develop and implement professional and technical health personnel qualification standards. Formulate and organize the implementation of medical service regulations and standards, as well as the practice rules and service standards for health professionals and technicians.


8. Take charge of family planning management and services, perform population monitoring and warning, study and put forward relevant policy suggestions on population and family development, and improve the family planning policies. Guide the work of the municipal family planning association.


9. Guide the primary health work at the grassroots level, the construction of primary health, maternal and child health service systems and the construction of general practitioner teams, and improve the primary health service functions at the grassroots level. Promote the innovation and development of health technologies.


10. Guide the healthcare for cadres. Ensure medical and health security during important meetings and events.


11. Formulate medium- and long-term development plans for traditional Chinese medicine in the city and organize their implementation. Promote the inheritance and innovation of traditional Chinese medicine and the integration of traditional Chinese and Western medicines. Coordinate the development of traditional Chinese and Western medicines.


12. Perform international exchanges and cooperation in the field of health and overseas publicity and aid. Promote exchanges and cooperation with China's Hong Kong, Macao, and Taiwan. Organize and carry out continuing medical education.


13. Study and formulate the municipal health personnel development policies and organize their implementation. Promote the construction of a high-quality professional health talent team.


14. Take charge of production safety in the health industry as well as health emergency responses and rescue for production safety accidents.


15. Complete other tasks assigned by the CPC Shenzhen Municipal Committee, Shenzhen Municipal People's Government, and superior authorities.


16. Transformation of functions


(1)Establish the concept of an emphasis on hygiene and health, implement the Healthy China strategy, take reform and innovation as the driving force, focus on promoting health, changing modes, strengthening the grassroots level, and enhancing health insurance. Shift from a treatment-centric approach to a people-centered one, and provide comprehensive and continuous health services for the public. 


Firstly, place greater emphasis on prevention and health promotion, strengthen the prevention and control of major diseases, actively address population aging, and improve the health service system. 


Secondly, shift the focus of work and resources downward, extending health resources to the grassroots level and to people living in difficult circumstances.


Thirdly, concentrate on improving the quality and level of services, promoting the equalization, universality and accessibility of basic public health services.


Fourthly, reform and improve the comprehensive regulatory system of the medical and health industry, enhance full-process supervision, and strengthen the supervision of medical service quality and safety. 


Fifthly, coordinate and deepen reforms in the medical and health system, intensify comprehensive reform efforts in public hospitals, implement autonomy in the management of public hospitals, and diversify the providers and delivery methods of public health services.


17. Related duties

(1)Duties related to the Municipal Development and Reform Commission. The Municipal Public Hygiene and Health Commission is responsible for the following work: population monitoring and warning; studying and putting forward policy suggestions on the population quantity, quality, structure, and distribution related to childbirth; promoting connectivity between childbirth policies and relevant economic and social policies; participating in the coordination and formulation of population development plans and policies; and implementing relevant tasks in national, provincial and municipal population development plans. 


The Municipal Development and Reform Commission is responsible for the following work: organizing the monitoring and evaluation of the impact of population changes and trends; establishing a population prediction and forecast system; making population impact assessments for major decisions; improving consultation mechanisms for major population policies; formulating population development plans and population policies; studying and putting forward suggestions on the coordinated and sustainable development of population and economy, society, resources, and environment; and making overall plans to promote the long-term balanced development of population.


(2) Duties related to the Municipal Civil Affairs Bureau. The Municipal Public Hygiene and Health Commission is responsible for the following work: formulating and organizing the implementation of policies and measures for population aging and the combination of medical and health care; comprehensively coordinating, supervising, guiding, organizing, and promoting the development of the aging cause; and undertaking tasks related to elderly health, such as the prevention and treatment of geriatric diseases, medical care for the elderly, and psychological health and care services for the elderly. The Municipal Civil Affairs Bureau is responsible for the following work: promoting, supervising, guiding, and managing the pension service; formulating and organizing the implementation of plans, regulations, policies, and standards for the pension service system; and taking charge of welfare of the elderly and aid for the elderly with difficulties.


(3) Duties related to the Municipal Market Regulation Bureau. The Municipal Public Hygiene and Health Commission is responsible for the following work: monitoring and evaluating food safety risks; and formulating and implementing food safety risk monitoring plans in conjunction with the Municipal Market Regulation Bureau and other departments. The Municipal Public Hygiene and Health Commission should immediately organize inspection and food safety risk assessment if it finds that food may have potential safety hazards through food safety risk monitoring or receiving reports. It should participate in on-site epidemiological investigation, sampling detection and diagnosis of food safety accidents according to the law, issue a technical investigation report, and promptly notify the Municipal Market Regulation Bureau. The Municipal Market Regulation Bureau and other departments should take immediate measures for food with unsafe conclusions. 


If the Municipal Market Regulation Bureau and other departments find that it is necessary to perform food safety risk assessment during supervision and management, they shall promptly put forward suggestions to the Municipal Public Hygiene and Health Commission. The Municipal Market Regulation Bureau and the Municipal Public Hygiene and Health Commission should establish a mutual notification mechanism and a joint disposal mechanism for major drug adverse reactions and medical device adverse events. The Municipal Market Regulation Bureau should take the lead in ensuring food safety during major events, and the Municipal Public Hygiene and Health Commission should assist and cooperate with the Municipal Market Regulation Bureau.


(4) Duties related to the Municipal Healthcare Security Bureau. The Municipal Public Hygiene and Health Commission, the Municipal Healthcare Security Bureau, and other departments should strengthen the connectivity of systems and policies in medical treatment, health insurance, medicine and other areas; establish a communication and consultation mechanism; jointly push forward the reform; optimize the allocation of medical resources; and improve the efficiency of the use of medical resources and the level of healthcare security.
