Main duties：
1. Establish and improve the fundamental system with respect to the ecological environment. Collaborate with relevant departments to formulate the city's policies and plans for the ecological environment and organize their implementation. Research and draft local laws and regulations. Together with relevant departments, compile and supervise the implementation of ecological environment plans and water functional zoning plans for key areas, river basins, sea areas, and drinking water source areas, organize efforts to formulate standards for the ecological environment in Shenzhen, and formulate technical specifications for the ecological environment.
2. Coordinate, supervise and regulate the ecological environment issues of Shenzhen. Take the lead in coordinating the investigation and handling of environmental pollution accidents and ecological damage incidents in Shenzhen, guide and coordinate emergency response and early warning by district governments against sudden ecological environment accidents. Implement the compensation system for ecological environment damage together with relevant departments, coordinate and solve trans-regional disputes over ecological environment pollution, and coordinate ecological environment protection in key areas, river basins, and sea areas in Shenzhen.
3. Supervise and administer to ensure the attainment of emission reduction targets in Shenzhen. Organize efforts to develop and implement a control system for the total emission of land and marine pollutants in Shenzhen, organize the implementation of the pollutant discharge license system, identify the assimilative capacity of air, water, and sea in Shenzhen, itemize the pollutants and their respective reduction targets, supervise and inspect the completion of pollutant emission reduction by relevant units, and implement the target responsibility system for ecological environment protection.
4. Put forward suggestions on the scale and direction of investment in fixed assets in regard to ecological environment. Organize the application for special ecological environment funds of Central and provincial governments. Together with relevant departments, manage special ecological environment funds. Cooperate with relevant departments in the supervision, management and performance evaluation of the use of special ecological environment funds.
5. Supervise and manage the prevention and control of environmental pollution. Formulate and supervise the implementation of the pollution prevention and control system for air, water, sea, soil, noise, light, stench, solid waste, chemicals, and motor vehicles. Together with relevant departments, supervise and manage ecological environment protection for drinking water source areas, organize and guide the comprehensive improvement of the urban ecological environment, supervise and guide the control of rural non-point source pollution. Guide the sewage outfall setting.
6. Guide, coordinate, and supervise ecological protection and restoration. Organize efforts to make plans for ecological protection, and supervise the exploitation and utilization of natural resources, construction of important ecological environment projects, and ecological restoration that have an impact on the ecological environment. Organize efforts to develop ecological environment supervision systems for various nature reserves, and supervise law enforcement. Supervise the protection of wildlife and wetland ecological environment. Based on biotechnological environmental safety and biological species (including genetic resources) protection, organize and coordinate biodiversity protection, and participate in ecological protection compensation.
7. Supervise and manage civil nuclear and radiation safety. Supervise and manage the use of nuclear technology as well as the prevention and control of environmental pollution caused by radiation. Take charge of emergency response to radiation accidents and participate in emergency treatment of civil nuclear facilities.
8. Supervise and regulate ecological environment access. As authorized by the municipal government, conduct environmental impact assessments on major economic and technological policies, development plans, and economic development plans. Review or approve environmental impact assessment documents on major development and construction areas, planning, and projects. Compose and organize the implementation of the ecological environment access list.
9. Monitor the ecological environment. Organize the implementation of systems, norms, and standards for monitoring the ecological environment. Together with relevant departments, plan and construct ecological environment quality monitoring stations in Shenzhen and organize efforts to monitor the ecological environment. Organize efforts to construct and manage the ecological environment monitoring network and ecological environment information network of Shenzhen. Issue comprehensive reports and important information on the ecological environment.
10. Take charge of tackling climate change. Formulate policies and plans in response to climate change and greenhouse gas emission reduction, and organize their implementation. Manage carbon emission trading. Coordinate international cooperation and capacity building in response to climate change.
11. Organize efforts to supervise ecological environment protection. Align with the supervision of ecological environment protection by Central and provincial authorities, and organize and urge all districts and relevant departments to implement rectification requirements. As authorized by the CPC Shenzhen Municipal Committee and Shenzhen Municipal People's Government, put forward suggestions for supervision and accountability on the implementation by districts and relevant departments of decisions on ecological environment protection.
12. Take charge of supervision and law enforcement in regard to the ecological environment. Organize law enforcement and inspection with respect to ecological environment protection in Shenzhen. Investigate and deal with illegal acts with respect to the ecological environment in Shenzhen.
13. Organize, guide, and coordinate publicity and education on the ecological environment. Organize efforts to implement the publicity and education outline for the protection of the ecological environment, and promote the participation of social organizations and the public in the protection of the ecological environment.
14. Conduct scientific and technological work to protect the ecological environment. Organize scientific research and demonstration of technological projects in regard to the ecological environment, and promote the construction of a technological management system for the ecological environment. Guide and promote the development of the circular economy and the eco-environmental protection sector.
15. Carry out cooperation and exchanges in regard to the ecological environment. Organize cooperation and exchanges in regard to the ecological environment with other countries and with Hong Kong, Macao, and Taiwan, and participate in the protection of the ecological environment in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). Deal with foreign affairs related to the ecological environment. Assist in the fulfillment of international treaties on the national ecological environment.
16. Supervise and manage safe production in regard to the ecological environment. Supervise and inspect the safety of industrial pollution prevention and control facilities, supervise and manage the safety of sites where hazardous waste is produced, collected, stored, and disposed of, supervise and manage units that dispose of medical waste in a centralized mode with respect to collection, storage, and disposal.
17. Build a talent team in regard to the ecological environment.
18. Complete other tasks assigned by the CPC Shenzhen Municipal Committee, Shenzhen Municipal People's Government, and superior authorities.
19. Transformation of functions
The Municipal Ecology and Environment Bureau shall uniformly exercise the duties of supervision and administrative law enforcement relating to the discharge of various types of pollution and their impact on the ecology, earnestly fulfill the duties of supervision; establish and improve the ecological environment management systems with clearly defined rights and responsibilities and comprehensively implement action plans for the prevention and control of air, water and soil pollution; implement the strictest ecological environment protection system, strictly abide by the ecological protection red line and environmental quality bottom line, actively promote intelligent environmental protection, benchmark the highest, best, and optimal standards, and actively promote the modernization of governance systems and capabilities in the ecological environment field.
Take the lead in demonstrating ecological environment construction, promote the construction of ecological civilization in the Guangdong-Hong Kong-Macao Greater Bay Area, resolutely wage the battle for pollution prevention and control, continuously improve the quality of the ecological environment, fully ensure urban ecological security, and jointly build a model city that embodies the harmonious coexistence of humans and nature in a beautiful China.
20. Related duties:
(1) Duties related to the Municipal Water Authority: The Municipal Ecology and Environment Bureau guides, coordinates and supervises the prevention and control of water pollution, participates in the formulation of special water environment management plans and comprehensive river basin management plans, annual plans and phased implementation plans, monitors water quality and manages standards for cross-regional rivers and key river basins. The Municipal Water Authority protects water resources, organizes, leads, coordinates, and supervises the comprehensive improvement of the water environment in Shenzhen, organizes efforts to formulate plans for special water environment management and comprehensive river basin management, annual tasks and their implementation plans, organizes efforts to construct pollution control facilities and projects of river regulation, flood control and drainage, and water source protection, and coordinates the construction of urban water pollution control projects. The Municipal Ecology and Environment Bureau and the Municipal Water Authority should strengthen coordination and cooperation, establish a departmental consultation mechanism, regularly report on the construction of water pollution prevention, water resource protection and comprehensive water environment improvement projects, and resolve major issues through consultation.
(2) Duties related to the Municipal Ocean Development Bureau: The Municipal Ecology and Environment Bureau is responsible for protecting the marine ecological environment, organizes efforts to draft plans for the protection of the marine environment and plans for the comprehensive control of marine pollution, and supervises their implementation. It also supervises the discharge of land-sourced pollutants into the sea and approves the report on environmental impacts of marine engineering projects. The Municipal Ocean Development Bureau organizes the ecological restoration of waters, coastal zones, and uninhabited islands, undertakes the management of compensation for marine ecological damage, gives early warnings for marine ecology and marine disasters, organizes efforts to plan for emergency response to marine disasters, and participates in emergency response to major marine disasters. The municipal comprehensive marine law enforcement team supervises and inspects the acts that affect the marine environment and resources, including reclamation, changing marine uses, laying submarine cables and pipelines, marine project construction, marine dumping, and marine sand exploitation, and investigates and punishes illegal acts.
