Main duties:

1. Draft local regulations and rules in regard to commerce, and organize their implementation. Research the development trends of domestic and foreign trade as well as modern circulation modes, and put forward policy suggestions.

2. Formulate business development strategies and plans, and organize their implementation. Formulate and organize the implementation of policies and measures for the construction of the market system, development of domestic and foreign trade, and investment. Accelerate the construction of the modern market system. Promote the integration of domestic and foreign trade, and optimize the layout and structure of the commercial circulation industry.

3. Coordinate the rectification and standardization of the order of the market economy. Formulate and organize the implementation of policies and measures for the regulation of the market operation and circulation order. Monitor and analyze business operation as well as supply and demand, make predictions, give early warnings, offer information guidance, and promote credit construction in the business field. Guide the planning of the wholesale market and urban commercial service facilities as well as the construction of the commercial system. Promote the reform of the commercial circulation system, and solve major problems in commercial circulation. Promote the standardization of circulation. Establish and improve the emergency management mechanism for daily necessities market supply.

4. Formulate and organize the implementation of development plans, policies, and measures for exhibition, e-commerce and commercial services. Manage the exhibition industry. Promote the transformation of trade growth modes, guide and coordinate the construction of the trade promotion system, and promote the construction of the e-commerce service system and platform. Promote the development of small and medium-sized commercial enterprises, and guide the adjustment of the commodity trade structure.

5. Formulate industrial policies for the circulation industry, put forward policy suggestions on the optimization of the industrial layout and structure, and organize their implementation. Develop the circulation industry. Promote the development of modern circulation methods, such as chain operations, commercial franchise, and logistics distribution. Promote brand building of the circulation industry. Guide and manage the recycling of renewable resources. Supervise and manage the auction, leasing, automobile circulation, and second-hand goods circulation industries in accordance with the law.

6. Organize the implementation of the catalog of import and export commodities. Organize the implementation of import and export plans for important industrial products, raw materials, and important agricultural products (except grain and cotton), as well as plans for import and export commodity quota and tariff quota. Formulate and organize the implementation of policies and measures for optimizing the import and export structure of mechanical and electrical products and high-tech products and optimizing foreign technology trade. Supervise and coordinate international bidding of mechanical and electrical products. Guide processing trade, and promote its transformation and upgrading. Promote the standardization of import and export trade. Coordinate the construction of "single window" and electronic ports for international trade. Promote trade through science and technology and build international brands.

7. Take the lead in drafting a service trade development plan. Manage and develop business and trade services (including wholesale, retail, housekeeping, catering, and accommodation). Guide the opening up of service trade. Together with related departments, formulate plans, policies, and measures for promoting the development of service import and export and service outsourcing, and organize their implementation. Promote the development of the service outsourcing industry.

8. Organize and coordinate the implementation of the "going global" strategy. Draw up and organize the implementation of plans, policies, management measures, and foreign investment plans concerning foreign economic cooperation. Manage, supervise, and serve foreign economic cooperation that involves foreign investment, contracted foreign projects, and foreign labor service cooperation according to the law. Guide, supervise, and inspect foreign aid undertaken by Shenzhen.

9. Guide foreign investment, formulate policies and measures for the promotion of foreign investment strategies and the optimization of the environment for foreign investment, and organize their implementation. Manage foreign-invested enterprises and projects according to the law, supervise and inspect the enforcement of laws and regulations by foreign-invested enterprises in accordance with the law, and solve major problems.

10. Guide and coordinate investment promotion, and establish and improve the investment promotion mechanism. Draw up plans for attracting investment and organize their implementation. Guide all areas, key regions and key industrial parks to attract investment. Promote the construction and management of overseas economic and trade networks. Take the lead in promoting investment at home and abroad. Attract investment and provide follow-up services for major projects.

11. Coordinate and plan for special customs regulation areas, and formulate policies and industrial catalogs for the special customs regulation areas. Guide, coordinate, supervise, and inspect the work of the special customs regulation areas of all districts. Coordinate and promote the work of the pilot free trade zone and the special customs regulation areas of all districts. Coordinate and promote the work of the pilot free trade zone.

12. Guide anti-dumping, anti-subsidy, safeguard measures, and other work related to fair import and export trade. Guide the investigation of industrial damage and organize the implementation of trade relief measures in accordance with the law. Guide and coordinate responses to lawsuits related to anti-dumping, anti-subsidy and safeguard measures filed by other countries against export commodities of Shenzhen.

13. Take charge of the management of the city's overseas economic and trade representative offices (the city's overseas high-level talent liaison offices).

14. Guide and coordinate the talent team construction, administrative review and approval, and safe production in the business field.

15. Complete other tasks assigned by the CPC Shenzhen Municipal Committee, Shenzhen Municipal People’s Government, and superior authorities.
