Main duties：
1. Draft development plans, policies and standards for civil affairs, and organize their implementation; draw up local laws, regulations and policies on civil affairs.
2. Draft policies and standards for social assistance, and coordinate the construction of a social assistance system; take charge of subsistence allowance for urban residents, assistance to low-income families, assistance to especially needy people, temporary assistance and assistance to beggars and homeless people; guide the verification of residents' family economic conditions.
3. Draft policies for self-governance and community governance at the grass-roots level; guide the construction of a community governance system, and improve community governance to facilitate democratic governance at the grass-roots level.
4. Be responsible for the review and approval of applications for the founding, naming, and changing of districts and subdistricts, as well as the change of government locations; be responsible for the delimitation and management of municipal borders; mediate disputes over district borders.
5. Guide the management of marriage registration.
6. Draft policies, development plans and service standards of funeral management, and organize their implementation; advance the reform of funeral management.
7.Draft development plans and policies for old-age care services; draw up construction standards for the old-age care system, and organize their implementation; manage, supervise and guide old-age care services; undertake old-age welfare services and assistance to the especially needy elderly.
8. Draft policies for protecting the rights and interests of the disabled; coordinate and advance the building of a welfare system for the disabled and the development of the rehabilitation facility industry.
9. Draft policies and standards for child welfare, satisfaction of the basic living needs of orphans and abandoned children, adoption, child assistance and protection; perfect the protection system for children in difficulties.
10. Organize efforts to draft policies for the development of philanthropy; guide social donation work; manage social welfare lottery.
11. Draft development plans, policies and standards for social work; assist in building a team of talents in social work and a volunteers' team.
12. Organize social assistance, administrative division, marriage registration, funeral services, social welfare, charity activities, social work and administrative law enforcement for social organizations.
13. Govern the Social Organizations Administration of Shenzhen Municipality.
14. Complete other tasks assigned by the CPC Shenzhen Municipal Committee, Shenzhen Municipal People's Government, and superior authorities.
15. Transformation of functions. The Municipal Civil Affairs Bureau should strengthen its functions in meeting people's basic needs and provide basic social services to needy people and special groups including orphans, and the elderly and the disabled who live alone; actively cultivate social organizations and social workers to perform functions transferred from the government; advance the building of a platform for social governance at the grass-roots level and community public services; strictly supervise social organizations according to the law, and strengthen regulation during and after the organizations' performance of duties to promote the healthy and orderly development of social organizations.
16. Duties related to the Municipal Public Hygiene and Health Commission. The Municipal Civil Affairs Bureau coordinates, supervises, and guides old-age care services; drafts plans, rules, regulations, policies and standards for the construction of the old-age care service system, and organizes their implementation; undertakes old-age welfare and assistance to the elderly in special difficulties. The Municipal Public Hygiene and Health Commission drafts policies and measures for dealing with population aging, and for the service pattern that combines medical care and nursing for the elderly, and organizes their implementation; coordinates, supervises, guides, and promotes the development of the old-age care cause; undertakes the old-age healthcare work including the prevention of diseases, medical care and psychological health care for the elderly.
