Introduction

This document covers the information and procedures required to register for and obtain an alteration to a Public Place Sanitation Permit. It includes the following:

Who may apply;

What materials are needed for the application; and

The application procedures available.

Whether applying in person, by mail or by courier, or online, all applicants must first register online.

An approved license may be picked up in person, or can be delivered by mail if arrangements have been made in advance.

Definition

Beauty salons:places that provide non-invasive skin cleansing, care, maintenance and grooming services using techniques, equipment and products such as makeup and beauty care products.

Hairdressing establishments: establishments that provide hair styling, trimming, hair care and perming services, using techniques, equipment and products such as shampoo, hair care, coloring and perming products.

Centralized air conditioning and ventilation system: refers to all the equipment, piping, accessories, instruments and meters for the centralized treatment, transport and distribution of air in order to make the air temperature, humidity, cleanliness, airflow speed and other parameters in the room or closed space meet the set requirements.


Acceptance criteria

Eligibility: corporate entities, public entities


Conditions for processing

Public places eligible for acceptance include:

1. Places of accommodation: places that provide accommodation and related services to consumers, including hotels, inns, guest houses, resorts, hostels, and hotel-style apartment complexes providing guests with public hygiene products and utensils.

2. Bathing facilities: public bathhouses engaged in operating services, including swimming pools, bathing rooms, spa bathhouses, foot massage bathhouses. Sauna facilities are not included.

a) Beauty and hairdressing places: (i) Beauty salons, beauty stores, beauty centers, skincare salons, and beauty spa salons. Nail stores, medical aesthetics salons, weight-loss massage salons, and health-care massage salons are not included; (ii) Barber shops, hairdressers, hairdressing shops, hair cutting shops, perming shops, hairdressing salons, and hair design centers. Mobile haircutting stalls are not included.

3. Sports venues, excluding fitness rooms. Swimming venues refer to indoor and outdoor water surfaces (areas), and their facilities and equipment that provide swimming for fitness, training, competition, and recreational activities. They include indoor and outdoor artificial swimming pools, stadiums and other swimming venues.

4. Shopping malls (stores), supermarkets, bookstores with centralized air conditioning. Professional markets, farmers’ markets, counter (stall) stand-alone shopping malls are not included.


Procedurefor applying for a Public Place Sanitation Permit (alteration)

The three options for applying for a Public Place Sanitation Permit (alteration) are:

I. Applying online

II. Applying in person

III. Applying by mail or courier


I. Applying online

Application

1. Open the Guangdong Permit Registration website at
http://wsbs.sz.gov.cn/apply/ui/69395646901006890023440300


Processing

1. The handling personnel will examine whether the application materials comply with the formal and completeness requirements;

2. If the application materials are found to be incomplete or to not conform with the statutory form requirements, a One-time Notification will immediately be issued by email to advise the applicant of issues regarding incomplete or non-conforming materials;

3. Applicants shall make corrections in accordance with the One-time Notification before resubmitting the application online;

4. If the application materials are again found to not conform with the requirements of acceptance, a Notification of Non-acceptance will be issued by email;

5. If the application materials comply with the requirements, they will be forwarded by the handling personnel to the approval authority personnel.


Approval

1. If the application is not approved, the processing procedure will be concluded by immediately issuing by email a Letter of Decision to deny administrative licensing;

2. If the application is approved, the processing procedure will be concluded by immediately issuing a Letter of Approval by email.


Conclusion

The approval authority will produce the administrative license and transfer it to the certificate claim window.


Licensecollection

The applicant can claim the administrative license from the certificate claim window, or the license may be sent by mail if requested during the online application procedure.


II.Applying in person

Application

1. The applicant shall apply at the Shenzhen Civic Center Administrative Service Hall;

2. The applicant will be guided by service personnel to the self-service area;

3. The applicant shall review the guidelines prior to making an application;

4. The applicant will register on the online registration site at
http://wbs.sz.gov.cn/rmpc/yy/region;

5. A service number will be generated;

6. When the service number is called, the applicant presents the materials to the service window.


Immediate processing

1. If the application materials are found to be complete and to conform with the statutory form requirements, a materials receipt will be issued to the applicant;

2. If the application materials are found to be incomplete or to not conform with the statutory form requirements, a One-time Notification will immediately be issued to advise the applicant of issues regarding incomplete or non-conforming materials;

3. Applicants shall make corrections in accordance with the One-time Notification before resubmitting the application to the window;

4. If the application materials are found to not conform with the requirements of acceptance, a Notification of Non-acceptance will be issued.


Examination (immediate)

The handling personnel will examine whether the application materials comply with the formal and completeness requirements.


Approval (immediate)

1. If the application is not approved, the processing procedure will be concluded by immediately issuing a Letter of Decision to deny administrative licensing;

2. If the application is approved, the processing procedure will be concluded by immediately issuing a Letter of Approval.


Conclusion

The approval authority will produce the administrative license and send it to the certificate claim window.

Licensecollection

The applicant can claim the administrative license from the certificate claim window.


III. Applying by mail or by courier

Application

The applicant may submit the materials by mail or by courier.

Processing

1. Upon receipt of the materials, the handling personnel will examine whether the application materials comply with the formal and completeness requirements;

2. If the application materials are found to be complete and to conform with the statutory form requirements, a materials receipt will be issued by email to the applicant;

3. If the application materials are found to be incomplete or to not conform with the statutory form requirements, a One-time Notification will immediately be issued by email to advise the applicant of issues regarding incomplete or non-conforming materials;

4. Applicants shall make corrections in accordance with the One-time Notification before resubmitting the application by mail or by courier;

5. If the application materials are found to still not conform with the requirements of acceptance, a Notification of Non-acceptance will be issued by email.

Approval

1. If the application is not approved, the processing procedure will be concluded by immediately issuing by email a Letter of Decision to deny administrative licensing;

2. If the application is approved, the processing procedure will be concluded by immediately issuing by email a Letter of Approval.

Conclusion 

The approval authority will mail the administrative license to the address that has been provided by the applicant.


Application materials

The list of materials required includes five documents.

There is no need to bring original documents if materials are marked as exempt from submission.

·Note that it is not necessary to present an ID card.

·If applying by mail or by courier, all original materials that are not affected by the alteration will be returned either by mail or when picked up at the service window.
