City legislature to deliberate 33 regulations

A total of 33 items of legislation are on the agenda for Shenzhen’s legislature throughout 2022, according to a work report released by the Standing Committee of the Shenzhen Municipal People’s Congress on Tuesday afternoon.


The city’s legislative body intends to deliberate 16 items of legislation already under consideration and 17 newly submitted items, accelerating legislative work in a structured and focused manner while ensuring the quality of legislation.


The newly submitted items include regulations on investor protection in the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, promoting the development of Guangming Science City, international ships and consumer rights protection.


According to the report, the city’s legislature has enacted a number of local rules and regulations over the past year that play an exemplary and leading role in the country.


The city has hastened legislation in emerging industries such as artificial intelligence, unmanned driving, big data and biomedicine, and has issued the first municipal data regulations in China, marking a watershed moment in the country’s effort to modernize data governance systems and governance capabilities.


In 2021, the city also introduced the country’s first barrier-free city construction legislation, including the notion of a barrier-free city across the entire urban development process.


The city’s intermediate people’s court and procuratorate also released their work reports during the city’s annual legislative session Tuesday.


According to Zhang Yingjie, president of the Shenzhen Intermediate People’s Court, 33 cases handled by Shenzhen courts were rated as model cases for national and provincial courts last year.


The bankruptcy system reform pioneered by the city was awarded the “People’s Court Reform and Innovation Award” by the Supreme People’s Court.


In 2021, Shenzhen courts accepted 638,848 cases of various types and concluded 530,770 cases, an increase of 10.7% and 9.7%, respectively, over the previous year on a comparable basis. The city’s judges closed 466 cases per capita, up by 7.1% year on year.


According to Li Xiaodong, chief procurator of the city’s procuratorate, social security has continued to improve in recent years. The number of people who undergo investigation and prosecution has reduced by 25.9% compared with five years ago.


The city’s procuratorate severely cracked down on crimes endangering national security, mafia-style crimes and serious violence, and approved the arrest of 1,648 people and prosecuted 1,781 people throughout last year.


In 2021, the city’s procuratorate also issued the country’s first procuratorial white paper on telecom and internet fraud, approving the arrest of 1,572 people and prosecuting 2,486 people.


The copyright infringement case handled by the Nanshan District Procuratorate was rated as a model case for intellectual property protection by the country’s top procuratorate.
