City unveils guidelines for intl. talent community evaluation

Shenzhen released the Evaluation Guidelines for International Talent Community, the first local standard for the construction of international talent blocks in China, at a ceremony held at Shenzhen Talent Research Academy on Saturday.


The construction of international talent communities is to attract more international talents to innovate and start businesses in Shenzhen and build the Guangdong-Hong Kong-Macao Greater Bay Area as a magnet for high-caliber talents, according to the ceremony hosted by the Organization Department of the Shenzhen Municipal CPC Committee and Shenzhen Talent Work Bureau.


According to the guidelines, international talent communities will fall into four categories — the ones for residential, business, innovative and professional services purposes.


A residential community refers to a community that has high-quality educational institutions, medicare services, good transportation and rich cultural exchange activities.


A business community refers to a community where foreign employees can enjoy a pleasant international workplace and obtain high-quality human resources services, financial credits and other international business services.


An innovative community provides startup incubators and accelerators as well as support in technology, management and resource matching.


A professional services community offers professional services and is a venue where activities such as training, academic exchanges and international seminars are often held. It also provides professional healthcare services for international talents.


Trond Are Eilertsen, chairman of Sinodyne Technology (Shenzhen) Co. Ltd., thought it is a good initiative to build international talent blocks in an organized way.


“The construction of international talent communities can attract more elite people to Shenzhen, while diverse talents enable Shenzhen to be vibrant and competitive,” Eilertsen said.


He came to China with his family in 2008 and founded the company in Shenzhen.


He said: “Shenzhen has become a focus and a tech hub of the world. When I first came here, not many foreigners knew about the city, but now it is known to the world, especially for its electronics and high-tech [industries].”


Dr. Horst Vogel is the chief scientist and professor from the Research Center for Computer-aided Drug Discovery, Shenzhen Institute of Advanced Technology (SIAT), Chinese Academy of Sciences. He was invited to work in Shenzhen in 2019.


“Shenzhen is very supportive to science and technology projects including mine. It has excellent working environment and good traffic and medical facilities along with its greenery and modernization,” Vogel said.


Doris Elfriede Vogel, who accompanied her husband to Shenzhen, soon fell in love with the city’s culture and environment. She attended Chinese-language training classes organized by Shekou Management and Service Center for Expats, without skipping one session.


Shenzhen designated 13 units last November to pilot an international talent block program. They are Shenzhen Talent Research Academy and 12 subdistricts, namely Xiangmihu in Futian District, Guiyuan in Luohu District, Shekou and Zhaoshang in Nanshan District, Meisha in Yantian District, Xin’an in Bao’an District, Bantian in Longgang District, Minzhi and Guanlan in Longhua District, Pingshan Subdistrict in Pingshan District, Guangming Subdistrict in Guangming District, and Dapeng Subdistrict in Dapeng New Area.
