City strives to provide paradigm for national institutional building: mayor

Shenzhen has yielded phased results in piloting comprehensive authorized reforms, with substantial progress made in market-based allocation of capital factors, business environment optimization and public service supplies, said Shenzhen Mayor Qin Weizhong at a press conference held by the State Council Information Office in Beijing on Thursday.


The press conference focused on Shenzhen’s notable advances since it started to implement the first batch of 40 authorized reform measures a year ago.


In October last year, China issued a comprehensive plan on implementing pilot reforms in Shenzhen to build the city into a pilot demonstration area of socialism with Chinese characteristics in the next five years.


Shenzhen will complete the first batch of authorized measures with high standards, accelerate the formation of a number of major institutional achievements that can be replicated and promoted, and strive to provide an essential paradigm for institutional building throughout the country, said Qin.


Zhao Chenxin, secretary general of the National Development and Reform Commission, affirmed Shenzhen’s efforts in implementing these pilot reforms.


“Overall, the pilot reforms have made significant phased progress. Of the first batch of 40 authorized reform measures, 22 have been officially implemented and made solid progress, and the other 18 are making headway in an orderly manner,” said Zhao.


According to Qin, Shenzhen has spearheaded a series of reform measures in improving the business environment. The city took the lead in issuing regulations on optimizing the business environment, piloting new intellectual property rights’ legal protection, and carrying out pilot reform of the bankruptcy system.


Shenzhen will further optimize its business environment, formulate a list of special measures to relax market access and launch more innovative reform measures. It endeavors to rank among the world’s top cities in terms of business environment by 2025, and become the optimal destination for innovation, entrepreneurship and investment, said Qin.


Shenzhen’s relevant experience and practices in building a whole-process innovation ecological chain were also shared at the press conference.


Qin said Shenzhen has been focusing on improving its innovation capabilities, and becoming the birthplace of core technologies in key fields, the ideal place for the industrialization of sci-tech achievements and the in-depth integration of technology and finance, and the gathering place of the world’s first-class scientific and technological innovation talents.


Shenzhen will further improve the whole-process innovation ecological chain, shoulder its responsibilities in promoting sci-tech self-reliance and self-strengthening at higher levels, and strive to make new and greater contributions to build China into a global power in science and technology, said Qin.
