People who have been verified to have launched a startup are eligible for the subsidy. These applicants are required to operate their companies in Shenzhen for at least six months after registration, and pay social insurance contributions for at least six months. Students, who are still studying in Shenzhen’s universities, vocational schools or technical colleges, are not required to pay for social security.

The application requirements for the grants include: (1) the business registration of a startup is within three years; (2) entrepreneurs have graduated from higher education, vocational schools, technical colleges and overseas universities within five years; (3) the businesses are in normal operation; (4) the applicants need to be Shenzhen residents or Hong Kong and Macao residents who are of legal working age. Eligible entrepreneurs can apply at the place of their business registration after six months of operation.

Co-partners of a startup business shall entrust one of the partners or stakeholders to apply. The number of applicants cannot be adjusted after submission.

Entrepreneurs who have already received subsidies should not apply again. The city launched the subsidy Jan. 1, 2019.
