City to develop local standard for disaster mitigation

Shenzhen is set to develop the first local standard for the construction of a national community disaster mitigation system within the next three years, according to relevant measures released by the Shenzhen Municipal Government recently.


In order to strengthen community disaster response capabilities, the city is expected to achieve full coverage of the community disaster mitigation system by 2023.


According to the implementation plan, the system will be established in three steps. By the end of 2021, the disaster prevention mechanism will cover 35 percent of communities in each district of Shenzhen. In 2022, the system will be established in 70 percent of the city’s communities and by 2023, full-scale coverage can be accomplished.


The system mainly involves building grassroots emergency response systems, setting up emergency response teams, carrying out intelligent management mechanisms, emergency shelters construction and so on.


Qualified communities must be equipped with 10 elements, including emergency response systems, loudspeakers, alarms, shelters, risk maps, publicity cards to help residents prepare for an emergency or disaster, emergency communication systems, emergency lighting facilities and bulletin boards.


Yang Jinshan, deputy director of the Municipal Emergency Management Bureau, said that Shenzhen would construct a comprehensive community disaster mitigation system in three years, which can set a successful model at the national level.
