City to offer subsidies for building new parking lots

The city will offer subsidies to encourage private investors to build parking spaces, according to a plan released by Shenzhen Municipal Transport Bureau recently.


The plan outlines five strategies and 17 actions in improving car parking incentives, speeding up the construction of parking facilities, introduction of a market-based pricing mechanism, improving intelligent parking and tightening the management of parking.


At the district level, Futian, Bao’an, Longhua and Guangming districts have worked out subsidy programs by offering 8,000 to 50,000 yuan (US$1,149-7,184) in subsides to private investors working on parking facility construction.


In guiding the construction of parking spaces in communities, the city encourages construction of vertical parking garages for old residential estates and urban villages. Subdistrict offices are commissioned to work out plans on the construction of parking lots in communities after thorough surveys on possible sites at housing estates, urban villages, business and office buildings, hospitals and culture and sports facilities.


The subdistrict offices will offer help to the old housing estates that apply for construction of parking facilities on idled land parcels. The shareholding companies that manage urban villages are encouraged to lead the construction of parking facilities in urban villages which can use their idled lands to build vertical mechanical parking places.


The city will further optimize fee collection mechanisms at parking lots and roadside parking, and reduce parking difficulties and congestion through differentiated parking prices. Business and office buildings are encouraged to open their parking spaces to neighborhoods outside business hours.


The city will conduct a survey of available supplies of parking spaces of different estates, companies and organizations at different time periods, and match the information with the demand with the help of information technology. The two sides, those with space and those wanting space, can sign agreements to share the available parking.


Additionally, the city will enforce stricter rules on illegal parking, promote the application of intelligent parking and make full use of parking resources.


The total number of vehicles that registered in Shenzhen had reached 3.5 million by the end of 2019. The city is now facing a shortage of 1.7 million parking spaces.
