SZ tightens rules for emission-heavy vehicles

SHENZHEN has restricted yellow-label vehicles from roads during weekdays according to the last Arabic number on the license plate.

High-emitting or "yellow-label" vehicles with a license plate ending in 1 or 6 will be banned from local roads Mondays. Plates ending in 2 and 7, 3 and 8, 4 and 9 will be banned citywide from Tuesdays to Thursdays, respectively, while vehicles with a plate ending in 5 or 0 will be banned Fridays.

The rule was jointly issued by the city's transport commission, traffic police bureau and environment commission and is effective until Dec. 31. Yellow-label vehicles aren't allowed on roads between 7:30 a.m. and 7:30 p.m. on days they are banned.

Authorities have given a one-month grace period before issuing penalties for violations.

Government-owned yellow-label vehicles will be suspended from driving for two days each week.

Government plates ending in 1, 6, 2, or 7 will be suspended Mondays, while those ending with 2, 7, 3 or 8 will be suspended Tuesdays. Plates ending with 3, 8, 4 or 9 are banned from roads Wednesdays, 4, 9, 5 or 0 are banned Thursdays and 5, 0, 1 or 6 are banned Fridays.

Yellow-label vehicles are those whose emissions fail to meet National I standards.

Roughly, the designation applies to vehicles produced before 1996 in China or imported cars manufactured before 1998.

There are about 300,000 yellow-label vehicles in Shenzhen. The city had adopted a previous rule to restrict yellow-label vehicles on certain road sections at certain times, but enforcement was challenging.

The new rule, which restricts vehicles according to their plate numbers, should be easier to regulate and won't force drivers to remember specific roads and times that are subject to restrictions. Drivers will only have to remember days of the week.
