By 2022, Longgang District will complete the transformation of Bantian International Block into an open, smart and innovative international community that will also feature city-industry integration and sustainable development with a more international, market-oriented and law-based business environment. The following measures will be taken to achieve this goal.
Facilitate the planning of industrial, residential and public areas of the international block and construct an electronic industry cluster.
Improve international education. Accelerate the construction of the permanent campus of the international division of Shenzhen Foreign Languages School (Longgang) and promote the renovation and expansion of the Bantian Affiliated School of the Faculty of Education of Shenzhen University; encourage qualified primary and secondary schools to offer bilingual courses, multilingual courses, and courses to facilitate international understanding; and improve the management of foreign teacher employment, enhance the proficiency of employed foreign teachers, and better services for foreign teachers.
Enhance medical services for foreigners. Follow the COVID-19 prevention and control measures to ensure the health management of foreigners visiting and living in the area; promote the construction of the Bantian division of Shenzhen People's Hospital by establishing a comprehensive international ward and setting up a green channel for the two-way patient transfer between the Bantian hospital and the Shenzhen People’s Hospital; create a more international medical service environment with a better bilingual signage system and hospital staff members capable of basic English conversation; and promote the construction of smart hospitals and smart community health centers.
Facilitate industrial services. Accelerate the construction of the 5G communication infrastructure to provide 5G network access to the entire Bantian area; promote the construction of the Guangdong Province 5G Industrial Park in Banxuegang Science and Technology City; give full play to the advantages of the Bantian area in the fields of digital creativity, technological innovation and cultural exchange; and promote the construction of the Guangdong-Hong Kong-Macao Greater Bay Area Digital Creative Industry Exhibition Center at the Cloud Park and the Shenzhen-Macao Cultural Industrial Park.
Facilitate the construction of cultural and sports facilities. Accelerate the planning and construction of the Shenzhen International Science and Technology Expo Center (temporary name) and the Longgang International Art Center (temporary name), and comprehensively make the Bantian area a better place; push the construction of the Gangtou River Ecological Park, Gangtou Science and Technology Park, Xuexiang Sports Park, and other parks; and accelerate the optimization and adjustment of the Gangtou Reservoir reserve.
Improve the international community service facilities. Build an international exchange platform in Vanke City and create more opportunities for foreign residents to integrate into the community; build an international commercial street with bilingual signage; set up Chinese-English signs at community service windows; and hold language exchange events and other cultural exchange events.
Improve the traffic facilities around the neighborhood, including bus stations, metro stations and an urban transport project that has been developed by both the Shenzhen traffic police and Huawei.
