City to reward low-carbon practices

Shenzhen is trying to construct a rewarding system to encourage low-carbon lifestyle to the public and to assist the city in peaking carbon dioxide emissions and achieving its carbon neutrality goal.


The system will take three years to construct and will be approached from five perspectives, namely establishing scientific and efficient organization management system, fair and standardized regulation system, extensive low-carbon scenario system, sustainable trading system and efficient information service system, according to a release of the city government recently.


Shenzhen will set up a carbon neutrality association to serve as a platform for government depertments and enterprises, and to render policy suggestions and technical support for the city to peak carbon dioxide emissions and achieve its carbon neutrality goal.


The city will also work out measures on the management over reduced emissions of the public and small- and micro-sized firms, the obligations and rights of the participants in carbon reduction, and trades between carbon reduction and credits.


In low-carbon scenarios, the city will improve facilities for electricity, gas, water, and garbage classification use, equip the service platforms with information collection functions and encourage low-carbon lifestyle among residents. The city will encourage private investments to participate in philanthropic carbon reduction projects such mangrove conservation, afforestation, develop carbon reduction projects and reduce emissions through technological renovations and recycling.


In carbon trade, the city will formulate action plans, certifications and guidance for carbon neutrality and reduction in grand activities, encourage event organizers, enterprises, institutions, government agencies, households and individuals to develop carbon neutrality through PHCER (Puhui Certified Emission Reductions) trade, the transaction of greenhouse gas emissions reduced by carbon sinks, which can be converted into certified emission reductions.


In 2021, the city will complete the top-level design of the carbon benefit system, including standards and methodologies, improve PHCER trade mechanism and establish rewarding mechanism for business involving in carbon reduction.


In 2022, the city will form a unified platform for connectivity, exchange and trade for carbon credits and cargo reduction and basically establish operation mechanism for carbon benefits.


In 2023, carbon benefit ecology with rich application scenarios, sound service platform and commercial sustainability will be formed.
