Guangdong will build a fuel cell auto industry innovation corridor with Guangzhou and Shenzhen as core cities, according to an action plan issued Friday by the provincial authorities.

The blueprint for the province’s acceleration of the construction of the fuel cell vehicle demonstration city cluster covers items intended to improve the technical levels of full cell vehicles’ eight key components so they will rank among the top five in China by 2025.

The eight key components include fuel cell stacks, membrane electrodes, bipolar plates, proton exchange membranes, catalysts, carbon paper, air compressors and hydrogen circulation systems.

By the end of 2025, it is anticipated that the province will have developed a number of globally competitive industry leaders, sold over 10,000 fuel cell vehicles, built over 100,000 tons of annual hydrogen supply capacity, built over 200 hydrogen stations, and reduced the cost of hydrogen for vehicles to less than 30 yuan (US$4.45) per kilogram.

The action plan suggests strengthening overall planning and coordination in technical innovation, industrial chain construction, hydrogen energy supply, vehicle promotion, and policy formulation.

The cities of Guangzhou, Shenzhen and Foshan will have a pivotal role to play in fuel cell technology innovation and industrialization, as per the plan.

Dongguan, Zhongshan and Yunfu will serve as R&D and manufacturing bases for key materials, technologies and equipment, with Dongguan, Zhuhai and Yangjiang as hydrogen supply bases.

Guangdong will install 300 hydrogen stations across the province during the 14th Five-Year Plan period (2021-2025), with more than 200 to be built in demonstration cities, and will standardize the subsidies for the construction of hydrogen stations, as summarized in the action plan.

The provincial finance department will subsidize the construction of hydrogen stations. The stations should have a daily capacity to refuel 500 kilograms of hydrogen or more as calculated based on the gas filling capacity of the compressor working 12 hours a day.

Shenzhen aims to have its hydrogen energy industry market reach 50 billion yuan by 2025, according to a draft of the city’s action plan for innovative development of the hydrogen energy industry, which was unveiled in July.
