Main duties:

1. Formulate water development plans and policies, make plans for water resources, flood control and drainage, irrigation and water conservancy, water supply, drainage, water conservation, soil and water conservation, sewage treatment and reuse, reclaimed water utilization, and seawater utilization, and organize their implementation approval. Draft local laws and regulations.

2. Make the overall plan for and guarantee water use for life, production and operation, and the ecological environment. Organize efforts to implement the most stringent water resource management system. Supervise and manage water resources in a unified mode. Based on the provincial plan for water resource allocation, do well in aligning cross-border water resource planning. Release a water resource bulletin of Shenzhen.

3. Protect water resources. Take charge of hydrological and water resource monitoring. Guide and supervise the construction and management of hydrological stations and networks. Monitor the water quantity of rivers and reservoirs, test the water quality, and assist in water source protection.

4. Organize, lead, coordinate, and supervise the comprehensive improvement of water environment in Shenzhen. Guide, coordinate, and supervise water pollution and waterlogging control as well as drainage network construction. Organize efforts to formulate special plans for water environment management and comprehensive river basin management plans, annual tasks and implementation plans, and supervise their implementation. Participate in the formulation of policies and plans for the city’s water environment protection.

5. Be responsible for the quality and safety of urban water supply. Take charge of the management of water service enterprises and franchise management of the water service industry. Manage pipe drinking water. Inspect and manage the raw water and water quality.

6. Construct and manage water service projects, and regulate their quality and safety. Be responsible for safe production in the water service industry. Collect and manage river engineering construction and maintenance fees. Regulate fixed assets invested by the government in water service, and undertake the management of special funds for water service development.

7. Based on the principle of hierarchical management, supervise and manage the city's reservoirs, rivers, dikes, estuaries and beaches, flood detention areas, and other water facilities. Guide the management, development, and protection of important rivers, lakes, estuaries, and tidal flats. Take charge of the ecological protection and restoration of rivers and lakes, the ecological water quantity management of rivers and lakes, and connectivity of rivers and lakes. Undertake flood and wind control of the city's large, medium, and small reservoirs, rivers, flood detention areas, and other water engineering facilities. Review and approve construction projects within the scope of water engineering.

8. Prevent and control soil erosion. Organize and coordinate the comprehensive prevention and control of soil erosion, monitoring, and forecasting, and regularly release announcements. Approve water and soil conservation plans for construction projects and supervise their implementation.

9. Be responsible for water conservation. Formulate policies and standards for water conservation and guide and promote the building of a water-saving society and city.

10. Manage the drainage industry. Construct and manage the city’s drainage facilities (including sewage and sludge treatment facilities). Supervise and appraise drainage operation units in Shenzhen. Collect and manage sewage treatment fees. Develop payment standards for operating service fees.

11. Implement relevant requirements for comprehensive disaster prevention and mitigation plans. Organize efforts to make flood and drought prevention and control plans and protection standards, and guide their implementation. Monitor water and drought and give early warnings. Organize efforts to make flood prevention and drought control plans and emergency water reallocation plans for major rivers and lakes and important water projects, and organize their implementation after approval. Offer technical support for flood prevention and emergency rescue. Undertake the water reallocation of important water projects during typhoon defense.

12. Organize, guide, and coordinate the supervision of water administration and administrative law enforcement, and mediate disputes over water affairs. Organize the formulation of policies on water affair supervision, improve laws and regulations, and standardize law enforcement. Organize efforts to investigate and punish trans-regional, major, and complex cases. Organize special or joint law enforcement.

13. Coordinate Shenzhen’s sponge city construction. Organize efforts to formulate technical specifications and standards for sponge city construction. Coordinate, guide, and urge relevant units to carry out sponge city construction. Make working plans for sponge city construction, and supervise their implementation after approval. Appraise the performance of Shenzhen’s sponge city construction.

14. Guide the construction of the talent team in the water service industry.

15. Complete other tasks assigned by the CPC Shenzhen Municipal Committee, Shenzhen Municipal People’s Government, and superior authorities.
