Main duties:

1. Fulfill the duties of the owner of natural resources assets, such as land, minerals, forests, wetlands, waters, and oceans, owned by the whole people and control the use of all land and spaces. Draft and implement local regulations, rules, policies, and measures in regard to natural resources, land and space planning, and the management of surveying and mapping information.

2. Investigate, monitor, and evaluate natural resources. Establish the indicator system and statistical standards for the investigation, monitoring, and evaluation of natural resources. Establish and improve the system and mechanism of natural resources investigation, monitoring, and evaluation. Conduct the basic investigation, special investigation, and monitoring of natural resources. Supervise, manage, and release the results of natural resources investigation, monitoring, and evaluation.

3. Take charge of the unified confirmation and registration of natural resources. Develop systems, standards, and norms for the unified confirmation and registration of rights, investigation of right status, surveying and mapping of real estate, mediation of disputes, and application of results in terms of various natural resources and real estate. Establish and improve the city's basic platform for the management of natural resources and real estate registration information. Take charge of the collection, sorting, sharing, and submission management of natural resources and real estate registration data in Shenzhen. Meditate major disputes over the ownership of natural resources, such as land and forests.

4. Be responsible for the paid use of natural resources assets. Establish a statistical system for public natural resources, and calculate public natural resources assets. Prepare the balance sheet of the city's public natural resources assets, and draft assessment standards. Formulate policies on the allocation, transfer, lease, pricing, capital contribution, and land reservation of public natural resources assets, and properly allocate public natural resources assets. Evaluate and manage natural resources assets, and collect income according to the law.

5. Be responsible for the rational development and utilization of natural resources. Organize efforts to draft development plans and annual plans for natural resources, develop and organize the implementation of standards for the exploitation of natural resources, establish a government-publicized price system for natural resources, organize the evaluation of hierarchical pricing for natural resources, appraise the utilization of natural resources, and guide the economical and intensive use. Supervise the market of natural resources. Organize the research of policies and measures related to macro-control and regional coordination of natural resources.

6. Establish a space planning system and supervise its implementation. Promote the strategy and system of the main functional areas, compile and supervise the implementation of the land and space planning, detailed planning, and special planning. Evaluate the suitability of land and space development, and establish a system to monitor, evaluate, and give early warnings for the implementation of the land and space planning. Organize the delineation of control lines, such as ecological red lines, permanent basic farmland, and urban development boundaries, and build a production, living, and ecological spatial layout that saves resources and protects the environment. Establish and improve the land and space use control system, and organize efforts to formulate and implement annual plans for the use of land, sea, and other natural resources. Be responsible for the conversion of use of land, waters, islands, and other land spaces.

7. Coordinate the ecological restoration of land spaces. Organize efforts to plan for the ecological restoration of land spaces and implement ecological restoration projects. Take charge of the comprehensive renovation of land spaces, land consolidation and reclamation, restoration and management of mine geological environment, as well as restoration of forestry resources, marine ecology, coastlines, and islands. Take the lead in the establishment and implementation of an ecological protection compensation system, and formulate policies and measures for the rational utilization of social funds for ecological restoration.

8. Organize the implementation of the most stringent farmland protection system. Lead the formulation and implementation of farmland protection policies for the quantity, quality, and ecological protection of farmland. Organize the implementation of farmland protection responsibility objective appraisal and special protection of permanent basic farmland. Manage arable land requisition-compensation balance in Shenzhen. Manage, inspect, and accept land development, consolidation, and arable land addition.

9. Undertake urban geological work and manage the geological exploration industry. Prevent and control geological disasters, supervise and manage geological problems, such as the overexploitation of underground water and land subsidence incurred thereby. Supervise and manage ancient fossils. Implement relevant requirements for the planning of comprehensive disaster prevention and mitigation, and compile and implement plans of geological disaster prevention and control. Organize, guide, coordinate, and supervise the investigation and evaluation of geological disasters and the general survey, detailed investigation, and troubleshooting of hidden dangers. Guide the group monitoring and prevention, professional monitoring, forecasting, early warning, and geological disaster control. Provide technical support for emergency rescue of geological disasters.

10. Manage mineral resources. Manage mineral resources reserves and approve overlying mineral resources. Manage mining rights. Undertake the regulation and management of specific minerals and advantageous minerals to be protectively exploited. Properly utilize and protect mineral resources.

11. Implement the strategic marine planning and develop the marine economy. Organize strategic marine research and give suggestions on the optimization of the marine economic structure, adjustment of the industrial layout, and construction of a global ocean center. Develop marine development strategies and supervise their implementation. Formulate plans and policies for the development of the marine economy as well as the comprehensive protection and utilization of coastal zones, and supervise their implementation. Monitor and evaluate marine economic operation.

12. Supervise and manage the development, utilization, and protection of marine resources. Manage the utilization of waters as well as island protection and utilization. Make plans for the protection and utilization of waters and islands, and supervise their implementation. Manage the geographical names of uninhabited islands, waters, and seabed topography. Supervise and manage the laying of submarine cables and pipelines and the installation of artificial structures at sea. Take charge of marine observation, forecast, early warning, monitoring, and disaster reduction, and participate in emergency response to marine disasters.

13. Manage geographic surveying and mapping information. Manage basic surveying and mapping, the surveying and mapping industry, surveying and mapping qualification, and credit in Shenzhen. Manage spatial geographic information in Shenzhen. Supervise and manage the safety of surveying and mapping geographic information and the market order. Be responsible for the management of maps. Manage public services for geographic information. Protect survey marks.

14. Manage forestry resources. Organize the compilation and implementation of plans for urban forestry development and forest land protection, and organize the formulation of local laws and regulations. Supervise and manage forest resources, wetland resources, and terrestrial wildlife resources. Guide and supervise the construction and management of wetlands and various nature reserves. Implement the relevant requirements for the planning of comprehensive disaster prevention and mitigation, organize the compilation of plans for forest fire prevention and control and protection standards, and implement them. Organize and guide fire patrol, combustion source management, and the construction of fire prevention facilities. Organize and guide fire prevention publicity and education, monitoring, warning, supervision, and inspection in state-owned forest farms.

15. Manage fishery resources. Manage the fishing industry and the construction of fishing ports, organize the implementation of the summer moratorium of marine fishing, guide and coordinate the management of floating fishermen of Hong Kong and Macao, and establish connections with relevant departments of Hong Kong and Macao.

16. Make the planning of place names. Take charge of naming, renaming, and canceling place names, and establishing place name files.

17. Be responsible for the planning and management of historic preservation areas, outstanding historic buildings, and historical relics.

18. Enforce administrative laws of natural resources. Organize efforts to investigate and punish major violations in connection with land space planning as well as land development and utilization. Investigate and punish illegal acts in connection with surveying and mapping, mineral resources, and place names. Guide area planning and land administrative law enforcement. Cooperate with national and provincial authorities in the supervision of natural resources. Manage law enforcement agencies in the marine fishing industry.

19. Plan, supervise, and manage production safety in the field of natural resources.

20. Plan and build the talent team in the field of natural resources.

21. Lead and manage the City Renewal and Land Development Bureau.

22. Complete other tasks assigned by the CPC Shenzhen Municipal Committee, Shenzhen Municipal People’s Government, and superior authorities.

23. Related duties:

(1) Duties related to the Municipal Development and Reform Commission: The Municipal Development and Reform Commission is responsible for making plans for national economic and social development, and integrates special planning, regional planning, spatial planning, and national economic and social planning. The Municipal Planning and Natural Resources Bureau is responsible for compiling spatial planning and regional planning, cooperates and aligns with higher authorities in planning main functional areas, and coordinates spaces for special plans.

(2) Duties related to the Municipal Ecology Environment Bureau: The Municipal Ecology Environment Bureau protects the marine ecological environment, organizes the drafting of plans for marine environmental protection and comprehensive control of marine pollution and supervises their implementation, oversees the discharge of land-sourced pollutants into the sea, approves the report on environmental impacts of marine engineering projects. The Municipal Ocean and Fisheries Bureau organizes the ecological restoration of waters, coastal zones, and uninhabited islands, undertakes the management of compensation for marine ecological damage, gives early warnings for marine ecology and marine disasters, organizes efforts to plan for emergency response to marine disasters, and participates in emergency response to major marine disasters. The municipal comprehensive marine law enforcement team supervises and inspects the behaviors that affect the marine environment and resources,such as reclamation, changing marine uses, laying submarine cables and pipelines, marine project construction, marine dumping, and marine sand exploitation, and investigates and punishes illegal acts.

(3) Duties related to the Municipal Housing and Construction Bureau: The Municipal Housing and Construction Bureau manages the real estate market and industry. When necessary, the Municipal Planning and Natural Resources Bureau assists in technical support and information sharing. The Municipal Planning and Natural Resources Bureau and the Municipal Housing and Construction Bureau should strengthen coordination and cooperation, establish relevant working mechanisms, and promote the steady and healthy development of the real estate market in Shenzhen.

(4) Duties related to the Municipal Transport Bureau:

1) About traffic planning: The Municipal Planning and Natural Resources Bureau, together with the Municipal Transport Bureau, organizes efforts to plan for the city’s comprehensive transportation layout (layout of the trunk road network, rail network, and large transport hubs). The Municipal Transport Bureau, under the guidance of the overall planning and zoning planning, develops a special transportation plan, submits the plan for approval according to procedures after it is reviewed by the Municipal Planning and Natural Resources Bureau, and organizes its implementation. The Municipal Planning and Natural Resources Bureau implements land use planning for transportation infrastructure at all levels. The Municipal Transport Bureau and Municipal Planning and Natural Resources Bureau should establish a communication and coordination mechanism to ensure alignment of tasks.

2) About rail traffic planning: The Municipal Planning and Natural Resources Bureau coordinates planning for the city's rail network, rail line transportation, and rail hubs, and cooperates with the Municipal Development and Reform Commission in planning for the short-term construction of urban rails in Shenzhen. The Municipal Planning and Natural Resources Bureau should seek the opinions of the Municipal Transport Bureau during the planning process.

(5) Duties related to the Municipal Market Supervision and Regulation Bureau: The Municipal Ocean and Fisheries Bureau licenses and regulates aquaculture, and regulates the use of aquaculture inputs. The Municipal Market Supervision and Regulation Bureau is responsible for the regulation of edible aquatic products after they are circulated (including transportation and storage) and for the administrative licensing of veterinary drugs and feeds.

(6) Duties related to the Municipal Urban Administration and Law Enforcement Bureau:

1) About greening management: The Municipal Forestry Bureau manages the city's forest industry, and organizes land greening, afforestation, national voluntary tree planting, as well as the protection and supervision of ancient and famous trees. The Municipal Urban Administration and Law Enforcement Bureau manages the greening of parks (including municipal parks, forest parks, and country parks) and roads (excluding expressways and forest land).

2) About park management: The Municipal Forestry Bureau manages the city's nature reserves, scenic spots, natural heritage, geological parks, and wetland parks, and guides the construction of forest parks. The Municipal Urban Administration and Law Enforcement Bureau guides the construction of municipal and country parks, and manages parks under its jurisdiction.
