Main duties:
1. Implement national laws, regulations, rules, and policies related to meteorology, and draft relevant laws and regulations. Formulate meteorological development plans, meteorological disaster prevention plans, and related policies, and implement them upon approval.
2. Manage the meteorological industry, and protect the meteorological detection environment according to the law. Manage foreign-related meteorological activities within its administrative area, and guide and supervise all kinds of meteorological activities.
3. Manage meteorological data sharing, organize and manage the collection, distribution, and exchange of meteorological detection data and astronomical observation results. Perform technical review of important meteorological facilities construction projects and the metrological inspection of meteorological equipment.
4. Manage meteorological disaster prevention, and undertake cross-region, cross-sector joint monitoring and forecasting of major disastrous weather conditions. Organize the risk assessment of meteorological disasters and the definition of disaster causes, and participate in tackling climate change.
5. Manage public welfare meteorological forecast, disastrous weather warning, and professional meteorological forecast and public meteorological services related to the urban environment and natural ecology. Provide emergency meteorological support services, and manage the dissemination of meteorological information.
6. Manage and utilize climate resources, and conduct climate feasibility studies for urban planning, national key construction projects, major regional economic development projects, and large climate resources development and utilization projects.
7. Release public welfare meteorological information, meteorological forecast, disastrous weather warning, meteorological disaster warning and urban environmental meteorological forecast, fire weather forecast, and other special forecasts.
8. Make local weather modification plans, and manage, guide and organize local weather modification operations.
9. Manage balloon releasing, organize and manage lightning disaster prevention and the inspection of buildings, structures, and other lightning protection facilities.
10. Organize the publicity and popularization of meteorological and astronomical knowledge. Improve the awareness of meteorological disaster prevention and mitigation and climate resources. Promote meteorological science and technology cooperation and exchanges.
11. Supervise the implementation of relevant meteorological laws and regulations, and investigate violations of meteorological laws and regulations according to the law.
12. Undertake other tasks assigned by the Shenzhen Municipal People's Government and superior authorities.
