Main duties:
1. Research on policies regarding major issues in law-based governance of the city; coordinate medium- and long-term plans and suggestions for law-based governance of the city; supervise the implementation of major decisions.
2. Coordinate and plan legislation; collect public suggestions on legislation.
3. Draft or arrange to draft related laws and regulations; take charge of legislative coordination.
4. Put the city government’s regulations and normative documents on record, explain and evaluate them after legislation; supervise and guide the normative documents of government offices; clear void normative documents of the city government, district governments and municipal government offices.
5. Coordinate and promote the construction of a rule-of-law government; guide and supervise the law-based administration of municipal government departments and district governments; evaluate and supervise the law-based administration of government; coordinate administrative law enforcement, advance the reform of the administrative law enforcement system, and promote strict, normative, fair and civilized law enforcement; handle administrative reconsideration and administrative compensation cases delivered to the Municipal Government; give responses to administrative litigations on behalf of the Municipal Government; supervise and provide guidance to administrative reconsideration, administrative litigation responses and administration compensation; provide legal counsel to the Municipal Government, and guide legal counsel services for district governments and departments of the Municipal Government.
6. Coordinate and plan the construction of a rule-of-law society; develop plans for legal publicity and education, and organize activities for legal publicity; promote citizens’ participation in the legal system construction; supervise and provide guidance to law-based governance, legal system building and legal culture building; guide mediation; guide and supervise the management of the selection and appointment of people's assessors; manage the selection and appointment of people’s supervisors; guide and promote the construction of justice offices.
7. Supervise prison management, prisoner education and the execution of punishment; provide guidance to the emplacement and education for prisoners released after serving their sentences; guide, supervise and manage community correction.
8. Manage drug rehabilitation centers within the judicial administration system; guide and supervise forced rehabilitation within the system.
9. Guide and supervise public legal services; plan and promote the construction of a public legal service system and platform; coordinate legal service resources; guide, supervise and manage lawyers, expert testimony, notarization, and legal assistance.
10. Organize the National Judicial Examination.
11. Manage the firearms, ammunition, uniforms and police vehicles of the judicial administration system; guide and supervise the safeguard for the financial work, equipment, facilities and sites of the judicial administration system; take charge of the audit work within the system as permitted.
12. Plan, coordinate and guide the team building in law-based governance; guide and supervise the team building within the judicial administration system; organize and guide the management and supervision of police affairs within the judicial administration system; strengthen Party building in the lawyer profession.
13. Guide, supervise and examine production safety in governed offices including prisons and judicial mandatory drug rehabilitation offices.
14. Complete other tasks assigned by the CPC Shenzhen Municipal Committee, Municipal Government, and other governing departments.
