Main duties:

1. Draft local laws and regulations for healthcare security services including medical insurance, maternity insurance, and medical assistance; draw up development plans, policies and standards for Shenzhen’s healthcare security, and organize the implementation and inspection of them.

2. Arrange for formulating and implementing a management and supervision system for the healthcare security fund; build a healthy mechanism to guarantee the safety of the healthcare security fund; arrange for formulating and implementing emergency response plans.

3. Arrange for the formulation of policies on healthcare security contributions and benefits, improve the dynamic adjustment mechanism, and coordinate the standards of healthcare security benefits at different levels to build a sound benefits adjustment mechanism that fits the contribution level; develop and implement a plan for reforming the long-term nursing care insurance system.

4. Make a list of healthcare security items including medicines, medical consumables, medical services, and medical facilities, and develop payment standards for such items; build a dynamic adjustment mechanism; formulate rules of negotiations on including new items into the list, and organize their implementation.

5. Formulate policies on the pricing of medicines and medical consumables, and on fees and charges for medical services and facilities; build a reasonable pricing system for medicines and medical services paid through healthcare security, and a dynamic price adjustment mechanism; promote the construction of a market-oriented pricing system for medicines and medical services not included in the healthcare insurance scheme; build a system for price monitoring and information publishing.

6. Formulate policies on competitive bidding for and procurement of medicines and medical consumables, and oversee their implementation; guide the construction of a competitive bidding and procurement platform for medicines and medical consumables.

7. Formulate management measures for contracts signed with designated medical institutions and payment made to such institutions, and arrange for the implementation of such measures; promote the reform of approaches to payment through the healthcare security fund; build a healthy system for evaluating services of designated medical institutions and disclosing information; oversee medical services and medical fees included in the healthcare insurance scheme; deal with violations in the practice of the healthcare security scheme under related laws and regulations.

8. Govern the practice of the healthcare security scheme, the public service system and the information construction in healthcare security; formulate and improve policies on the management of and settlement services for medical treatment received in a different place; build a healthy system for medical insurance account transfer and renewing; conduct exchanges in the field of healthcare security.

9. Complete other tasks assigned by the CPC Shenzhen Municipal Committee, Municipal government, and other governing departments.

10. Function transformation. The Healthcare Security Bureau of Shenzhen Municipality should promote the coordinated reform of medical care, medical insurance and medicine, establish and improve the multi-level medical security system covering all citizens, constantly improve the level of medical care security, ensure the reasonable use and safety of medical care funds, enhance citizens’ senses of gain of medical care security, and promote the construction of health in the city of Shenzhen.

11. Duties shared by the Healthcare Security Bureau of Shenzhen Municipality, the Health Commission of Shenzhen Municipality, and the Market Supervision and Regulation Bureau of Shenzhen Municipality: Promote system and policy coherence in medical services and healthcare insurance; build a communication and negotiation mechanism; promote reforms to improve the use efficiency of medical resources, the supervision of medicine quality, and the level of healthcare security.
