Main duties:

1. Draw up policies on the development of human resources and social security, and organize the implementation upon approval; draft related local laws, rules and regulations.

2. Draw up plans on human resources market development and policies on the development of human resources service industry and the flow of human resources; accelerate human resources flow and ensure effective allocation.

3. Be responsible for promoting employment and entrepreneurship; draw up employment policies for university and college graduates; draft employment assistance policies and special group employment policies; improve the public employment and entrepreneurship service system; be responsible for employment and unemployment forecasting, early warning and information guidance, and implement prevention, adjustment and controlling measures.

4. Draw up development plans and policies on basic pension insurance, supplementary pension insurance, unemployment insurance of public organs and institutions, enterprises and residents, and implement them upon approval; draft policies on work injury prevention, work injury identification, work injury medical rehabilitation, labor capability evaluation, work injury insurance treatment, and work injury insurance rate, and organize their implementation; be responsible for filing enterprise annuity.

5. Coordinate the formulation of the mediation and arbitration system for labor and personnel disputes and draft labor relation policies, and implement them upon approval; improve the labor relation coordination mechanism; guide enterprises to implement the labor policies on labor hour, holiday system, and special protection for female and underage workers; organize the implementation of labor protection supervision, coordinate the work of safeguarding workers’ rights, and investigate major cases and handle people’s demands according to the law.

6. Be responsible for professional title management work, and take the lead in deepening professional title system reform; take charge of the management, continuing education and postdoctoral management of professional and technical personnel; organize the formulation of the training, evaluation, utilization and incentive system for skilled personnel; implement the vocational qualification system and diversified evaluation policies for vocational skills.

7. Collaborate with relative departments to guide the personnel system reform of public institutions. Be responsible for standardizing the personnel management of public institutions, such as post setting, open recruitment and employment contract, and formulate management policies for the staff of public institutions and organs within its administrative authority.

8. Organize the formulation of the city's commendation and reward system, comprehensively manage the city's commendation and reward work, and undertake the commendation and reward review and management work in the name of the municipal or district Party committee and government.

9. Fully implement the policies on the income distribution, welfare and retirement of State and provincial public institution personnel; work with relevant departments to formulate policies for the distribution of wages and incomes of public institutions and organize their implementation.

10. Work with relevant departments to carry out management services for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers. Be responsible for regional labor service cooperation.

11. Participate in the formulation of the city's talent development plans and talent work policies; undertake the recommendation, review, selection and service work concerning State, provincial and municipal talent plans and projects; formulate and organize the implementation of policies for attracting overseas students to Shenzhen for innovation and entrepreneurship; be responsible for the city’s international exchanges and cooperation in the field of human resources and social security.

12. Perform duties related to production safety in the field of human resources industry according to the law.

13. Fulfill other tasks assigned by the CPC Municipal Committee, Municipal Government and other higher authorities.

14. Function transformation.The Human Resources and Social Security Bureau of Shenzhen Municipality should further promote a streamlined administration and delegate power to the lower levels, optimize services reform, further reduce administrative examination and approval items, standardize and optimize the external administrative items, reduce the number of examination and approval items, such as professional qualification permissions and certifications, implement the management of the national vocational qualifications list, strengthen supervision and regulation, innovate public services as applied to employment and social security, strengthen information sharing, and overall improve public services.

15. Related duties:

(1) Duties related to the Municipal Science, Technology and Innovation Commission: The Municipal Science, Technology and Innovation Commission is responsible for the application and management of foreigners' work permits, overseas training programs and high-end foreign experts' introduction programs, international talent exchange conferences, the identification of high-level foreign talents in Guangdong Province and the recommendation of permanent residence qualification. The Municipal Human Resources and Social Security Bureau is responsible for formulating and implementing policies on overseas students’ innovation and entrepreneurship; formulating and implementing policies on overseas high-level talents and hosting the China (Shenzhen) Innovation & Entrepreneurship International Competition.

(2) Duties related to the Municipal Education Bureau. The Municipal Human Resources and Social Security Bureau, together with the Municipal Education Bureau and other departments, formulates employment policies for college graduates. The Municipal Education Bureau is responsible for the employment guidance and service for college students before graduation. The Municipal Human Resources and Social Security Bureau is responsible for the employment guidance and service for college graduates after graduation.
