Main duties:

1. Implement State, provincial and municipal laws, rules, regulations and policies regarding urban construction, engineering construction, real estate, geological survey and design consultation, property management, gas, architecture, housing safety, housing system reform, construction of housing for talents and affordable housing, and housing provident fund management; draft relevant local rules, regulations and policies regarding these fields and implement them upon approval.

2. Draft housing development plans for Shenzhen; work out annual implementation plans for affordable housing projects including housing for talents, affordable commercial houses, and public rental housing, and supervise their implementation; take charge of the real estate market and industry, as well as house rentals.

3. Advance housing system reform and affordable housing construction; take charge of the construction, maintenance, rental, sales, supervision, and management of housing for talents, affordable housing, policy-based housing; digitize and put related information on record.

4. Formulate policies, rules, regulations and technical standards for house safety management; coordinate and provide guidance to house safety management; supervise the city’s housing provident fund and maintenance funds at all levels, and make sure such funds are used safely and effectively.

5. Work out development plans and annual plans for engineering construction, architecture, geological survey and design, gas, property management, prefabricated building, energy-saving construction, and green building, and implement them upon approval; manage the standardization of engineering construction.

6. Supervise the construction market and industry; regulate the construction market, administer the geological survey and design industry; supervise public bidding for construction projects (including geological survey and design as well as equipment and materials related to the projects); be responsible for project costs and engineering contract management.

7. Supervise construction quality and safety; supervise and manage construction project quality, construction safety and civilized construction; approve construction licenses; organize or take part in investigation on project quality and safety accidents; take charge of the inspection and acceptance of construction projects, and put completed projects on record; supervise and provide guidance to construction quality supervising agencies, construction safety supervising agencies, and construction quality inspection agencies.

8. Supervise and manage the quality of underground civil air defense engineering projects from construction application to completion, examination, and acceptance.

9. Examine and accept fire protection designs of construction projects; supervise and manage the fire products and furnishing materials used in construction projects.

10. Advance energy conservation and emission reduction in construction projects; take charge of scientific advancement of the construction industry; formulate policies regarding the promotion and application of new construction technologies; manage the disposal and reuse of construction waste; administer special funds for construction energy conservation.

11. Be responsible for the management of the gas industry and safety supervision; supervise gas pipeline and facility safety; organize or take part in the investigation of gas-related accidents; approve and issue gas business licenses; take part in setting and adjusting standards of gas prices and other fees.

12. Plan, coordinate, supervise and manage the construction of the city’s comprehensive underground pipe gallery.

13. Supervise, manage and provide guidance to property management.

14. Coordinate and provide guidance to the construction of a highly livable city.

15. Study and propose policies and measures on building a team of talents in housing and construction, and implement them.

16. Complete other tasks assigned by the CPC Shenzhen Municipal Committee, Municipal Government and other governing departments.

17. Transformation of functions

Implement the requirements of high-quality development, practice the new development concept and strongly promote reform and innovation in the field of housing and construction. Strengthen the macro-control of real estate and increase the fund-raising management of talent housing and affordable housing construction. Comprehensively promote the implementation of the new housing policies. Strive to solve the problems of unbalanced development in the field of housing and construction.

18. Duties related to the Planning and Natural Resources Bureau of Shenzhen Municipality: The Municipal Housing and Construction Bureau manages the real estate market and industry, and if necessary, the Municipal Planning and Natural Resources Bureau shall provide technical support and share related information. The two bureaus shall further cooperate and build a mechanism to facilitate the stable and healthy development of the city’s real estate market.
