Main duties:
1. Implement laws, rules, regulations and policies at State and provincial levels on finance, taxation, accounting management, government procurement and State-owned property management in administrative institutions; draft local laws and regulations concerning finance, accounting management, government procurement and State-owned property management in administrative institutions; develop financial policies and plans as well as budget management system for Shenzhen City, draft implementation plans of the city’s financial system, and implement such policies and plans upon approval; participate in the formulation of macroeconomic policies, and provide advice on using finance and taxation policies to practice macroeconomic control and balance government financial resources.
2. Manage the city government’s revenue and expenditure; draft the city’s annual budget and final accounts and its budget adjustment plans, and organize budget enforcement at the municipal level; draft the city’s revenue budget; manage local financial revenues, report to the Shenzhen Municipal People’s Congress and higher governing departments on the city’s State-owned property management, and inspect State-owned property, financial records and confiscated goods in administrative institutions; develop expenditure standards for municipal administrative institutions, review and approve budget and final accounts for such institutions and supervise their financial activities.
3. Develop and implement the local national treasury management system, coordinate municipal fiscal funds and manage treasury cash; supervise the revenue and expenditure, management, investment and operation of social insurance funds; take charge of work related to the city government’s venture capital guiding funds according to regulations.
4. Coordinate and advance the performance management of the financial budget of Shenzhen City; supervise government procurement.
5. Manage local government debts and foreign loans (donations) from international financial organizations and foreign governments according to regulations; manage the non-trading and non-operating foreign exchange purchasing of administrative institutions.
6. Manage the city’s accounting work; inspect sectors related to certified accountants and asset assessment; improve Party building in the certified accountant industry
7. Review the settlement and final accounts of projects funded by municipal fiscal funds and investigate the fund utilization in such projects; review and supervise the reports made by private agencies on such projects; approve the final accounts of such projects.
8. Undertake other tasks assigned by the CPC Shenzhen Municipal Committee, Municipal Government and other governing departments.
9. Carry out transformation of functions. The Finance Bureau of Shenzhen Municipality shall further deepen the reform of budget-managing systems, innovate the modes of financial management, promote all departments to fully implement the main responsibility mechanisms in budget preparation, implementation and supervision, and establish a comprehensive, standardized and transparent budget system. Implement the budget performance system in an all-round way, improve the efficiency of financial supply and utilization, and promote the sustainable development of finance.
