Main duties:

1. Implement national, provincial and municipal laws, regulations and policies concerning the development of the national economy and society, economic system reform and opening up. Draft local laws, regulations and policies. Formulate and organize the implementation of national economic and social development strategies, medium and long-term planning and annual plans. Lead and organize the construction of a unified planning system, and be responsible for the coordination of special planning, regional planning, spatial planning and national economic and social development planning.

2. Draft and implement the medium and long-term planning, action plans, annual plans, indicator systems and comprehensive policies and measures for the construction of a pilot demonstration area of socialism with Chinese characteristics. Research and propose the overall objectives, major tasks and relevant policies for accelerating the construction of a modernized economic system and high-quality development. Promote the construction of relevant major platforms, carriers and projects. Supervise the implementation of significant plans, major policies, projects, etc. and offer relevant advice.

3. Propose the main goals of the city’s national economic and social development. Monitor and forecast macroeconomic and social development trends, and prepare plans to improve regulatory policies. Comprehensively coordinate the city’s economic development policies and measures to regulate economic operations and solve major problems of economic operations. Draft and organize the implementation of relevant price policies, and determine the prices and charging standards of key commodities and services managed by the city. Participate in the formulation of fiscal policies and land policies.

4. Promote the optimization of business environments and draft and organize the implementation of the relevant work programs and annual work plans. Lead the drafting of relevant policies and supervise the city’s business environment reform and coordinate the evaluation of the business environment. Guide the promotion and comprehensive coordination of reform-related work of the economic system and put forward reform proposals. Take the lead in promoting the structural reform on the supply side and coordinating the reform of the property rights system and market-oriented allocation of factors. Promote the construction of a modern market system and coordinate the promotion of key reform projects in the economic field, in conjunction with relevant departments to organize the implementation of the negative market access list system.

5. Put forward the city’s strategies, planning, and total balance and structural optimization policies for utilizing foreign investment and overseas investment. Take the lead in promoting the implementation of the Belt and Road Initiative. Promote the implementation of the negative list of foreign investment access resources with relevant departments. Be responsible for the total control, structural optimization and monitoring of foreign debt.

6. Be responsible for the comprehensive management of investment. Formulate the objectives and policies for regulating the scale and structure of fixed asset investments in the whole society, and work with relevant departments to formulate the approval authority of government investment projects and the catalogue of fixed asset investment projects approved by the government. Arrange the municipal financial construction funds, and be responsible for the examination, approval, filing and transfer management of various investment projects according to the prescribed authority. Plan major construction projects and the distribution of productive forces, and promote the development of major infrastructure construction. Formulate policies and measures to encourage private investment and promote their implementation.

7. Promote the implementation of regional coordinated development strategies, new urbanization strategies and major policies and organize the formulation of relevant regional plans and policies. Coordinate regional cooperation and implement the national new urbanization plans.

8. Formulate comprehensive industrial policies. Coordinate and solve major problems in the development of primary, secondary and tertiary industries. Plan and link up relevant development plans and major policies. Organize the formulation and implementation of strategic plans and major policies for the development of the service industry.

9. Promote the implementation of innovation-driven development strategies and work with relevant departments to formulate plans and policies to promote innovation and entrepreneurship. Make proposals for the innovation development and cultivation of new dynamics of economic development. Be responsible for the planning and construction of major science and technology infrastructure. Organize the formulation and promote the implementation of plans and policies for the development of high-tech industries and strategic emerging industries, and coordinate major issues such as industrial upgrading and the promotion and application of major technical equipment.

10. Organize the formulation of national economic mobilization plans. Coordinate and organize the implementation of work relevant to national economic mobilization. Work out the catalogue, plans and policies of municipal reserve materials together with relevant departments. Be responsible for the administration of municipal grain reserves and other important reserve materials. Track, study and judge the potential risks, and offer work suggestions.

11. Be responsible for the policy linkage between social development and national economic development, and coordinate relevant major issues. Organize the formulation of social development strategies and master plans and promote the construction of a basic public service system and the reform of the income distribution system as a whole. Offer policy suggestions on promoting employment, improving the coordinated development of social security and economy. Formulate and implement population policies.

12. Coordinate the implementation of sustainable development strategies, ecological and environmentally sound construction and national economic and social development plans. Formulate energy development strategies, plans and policies, and put forward proposals for energy system reform and carry out energy monitoring and supervising. Coordinate the development of the circular economy, formulate and coordinate the implementation of energy conservation policies and measures. Promote the coordinated development of the economy and society and an ecological environment. Propose and organize the implementation of the objectives and specific tasks of energy consumption control.

13. Guarantee production safety according to law during the process of fulfilling the responsibilities, such as planning, industrial policy making, and auditing of fixed assets investment projects.

14. Undertake other matters assigned by the CPC Shenzhen Municipal Committee, Shenzhen Municipal People’s Government and superior authorities.
