Maritime development plan unveiled

Shenzhen has recently announced its comprehensive maritime development plan (2023-2035), aiming to initially complete the construction of the international shipping center and a hub for strategic emerging marine industries by 2025.


The development plan, approved by the Shenzhen Municipal Government, sets the stage for the city’s maritime transformation.


With a clear vision for the future, Shenzhen aims to become a competitive, innovative and globally influential maritime center city by 2035 and also become a model for maritime city development, achieving world-class status in comprehensive strength and global influence by 2050.


The plan encompasses six strategies that will drive the realization of these goals.


Shenzhen will build platforms for international maritime affairs and related exchanges, seek overseas cooperation and fully engage in global maritime governance. It also plans to designate a total of 11 sites across the city as key areas for maritime development.


Measures include realizing intelligent port operation and management, building a globally recognized maritime financial service system, accelerating the cultivation and expansion of emerging maritime industries, exploring the industry’s green transformation, and introducing high-end maritime cultural and sporting events.


Since 2017, Shenzhen has been promoting the goal to build itself into a global maritime center city. In 2022, the city’s gross maritime output value exceeded 300 billion yuan (US$42.67 billion), up 3.9% year on year.
